How to Read the Re-Evaluation Memorandums
Each Re-Evaluation Memorandum assesses a DXCC Entity using the published ARRL DXCC Rules in effect at the time of that entity’s original admission. The memorandums are intended as historical analyses, not recommendations.
Key points for interpretation:

Time-specific evaluation
Each entity is evaluated strictly within its historical context. Later rule changes, policy refinements, or modern criteria are not applied retroactively. -
Rule-based baseline
Conclusions reflect the published rule language of the period. This provides a consistent baseline across all entities. -
Context vs. criteria
Where historical practice involved interpretation, precedent, or administrative convention, those factors are not treated as formal criteria, but are noted and discussed as part of the context. -
Pass/Fail determinations
A “Pass” indicates that the entity met the published criteria at the time.
A “Fail” indicates that the entity did not meet the written criteria as published, based on available historical evidence. -
No implied recommendations
A determination of “Fail” does not imply that an entity should be removed from the DXCC List. It reflects only the relationship between the entity and the rules as written at the time of admission. -
Purpose of the analysis
The memorandums are designed to document and clarify how rules were applied historically, and to highlight where differences between written criteria and practice may have occurred.
This framework is intended to support a clear understanding of the historical development of the DXCC program and to provide a consistent basis for comparing entities across different rule periods.
