3D2/R — ROTUMA ISLAND
Evaluation Under 1989 ARRL DXCC Rules


I. PURPOSE

This memorandum evaluates whether 3D2/R — Rotuma Island qualifies as a separate ARRL DXCC Entity under the 1989 ARRL DXCC Rules, which governed DXCC determinations at the time Rotuma was recognized.

The evaluation includes:

• Political-entity criteria
• Geographic island-separation criteria
• Continental-shelf / reef separation
• Administrative status within Fiji
• Deletion and continuity provisions

Rotuma appears on the DXCC List as a geographic island entity of Fiji.


II. BACKGROUND
Political & Administrative Status

• Rotuma is a dependency of Fiji, located far to the north of the main Fijian islands.
• Became part of Fiji via the Rotuma Act of 1881.
• Administered by:
– A local Rotuma Council
– Fiji’s national government in Suva
• No sovereignty or independent diplomatic standing.

Geographic Characteristics

• Rotuma is a volcanic island with associated islets (Uea, Hatana, Solkope, etc.).
• Located approximately:
465 km (≈ 290 miles) north of Viti Levu (Fiji’s main island)
– Far outside Fiji’s main island chain
– On an independent volcanic ridge, not connected to Fiji’s shelf
• Permanently inhabited (~2,500 people in the late 1980s).
• Fully above high tide.

DXCC Prefix

• DXCC assigns 3D2/R for Rotuma operations.
• Distinct from:
3D2 (Fiji main islands)
3D2/C (Conway Reef)
• Reflects entity status under the offshore-island rule.

DXCC History

• Rotuma received separate DXCC Entity status under the 1980s geographic-island criteria.
• Treated similarly to other remote Fijian dependencies (Conway Reef, Rotuma) as unique island entities.


III. ANALYSIS UNDER THE 1989 DXCC RULES

The 1989 DXCC Rules recognized two major pathways:

  1. Political Entities

  2. Geographic Entities

    • Offshore Island Rule (principal basis)

    • “Second-island entity” rule (not applicable)

    • Island above water + distance + shelf separation

Rotuma qualifies exclusively under Geographic Entity criteria.


1. POLITICAL ENTITY CRITERIA (1989)
1(a) Sovereign state — FAIL

• Rotuma is legally part of Fiji.

1(b) Independent government — FAIL

• Local council exists, but sovereignty lies with Fiji.

1(c) ITU prefix — PASS (but insufficient)

• Fiji (3D2) has a valid ITU block; prefix does not confer political-entity status.

Conclusion:
Rotuma does not meet 1989 political-entity criteria.


2. GEOGRAPHIC ENTITY CRITERIA (1989)

This is the qualification path.

2(a) Permanently above high tide — ✔ PASS

• Rotuma and its satellite islets are natural landmasses above high tide.

2(b) ≥ 350 km separation from parent entity — ✔ PASS

• Rotuma is ~465 km north of Fiji’s main islands.
• EXCEEDS the 350 km minimum separation rule for “offshore island entities.”

2(c) No land, reef, or shelf connection — ✔ PASS

• Deep ocean gap between Rotuma and Fiji.
• No shallow banks, no intermediate islands, no shelf continuation.

2(d) Distinct geographic island group — ✔ PASS

• Rotuma is a unique volcanic archipelago, with no geographic continuity with Fiji’s main island chain.

2(e) Supports amateur operation — ✔ PASS

• Inhabited island with multiple permanent settlements and suitable operating conditions.
• POTA/SOTA-style operation easily possible.

2(f) Not man-made — ✔ PASS

• Entirely natural volcanic island.

Conclusion:
Rotuma fully satisfies the 1989 offshore-island geographic criteria.


3. SPECIAL-AREA CRITERIA (1989)

Not applicable:
• Not Antarctic
• Not an international organization
• Not a special-treaty zone


4. 1989 DELETION CRITERIA — NOT TRIGGERED

A DXCC Entity can be deleted only if:

  1. It no longer meets the rule under which it was created, OR

  2. It was added in error.

Rotuma:
• Remains above high tide
• Still >350 km from Fiji
• Remains isolated tectonically and geographically
• Was intentionally recognized by ARRL

No deletion condition was met.


V. FINAL DETERMINATION
3D2/R — Rotuma Island qualifies as an ARRL DXCC Entity under the 1989 DXCC Rules.

Qualification Basis (1989):

✔ Offshore-island rule
✔ >350 km from parent (≈ 465 km)
✔ No land/reef/shelf connection
✔ Distinct archipelago
✔ Supports amateur operation
✔ Consistent with contemporaneous ARRL policy for isolated island dependencies

Conclusion:
Under the 1989 ARRL DXCC Rules, Rotuma is a valid and properly recognized Geographic DXCC Entity.
