Evaluation Under 1947 ARRL DXCC Rules
I. PURPOSE
This memorandum evaluates whether HS — Thailand qualifies as an ARRL DXCC Entity under the 1947 ARRL DXCC Rules, the first formalized postwar DXCC criteria.
The analysis includes:
• Sovereignty and political status in 1947
• International recognition and diplomatic standing
• Prefix assignment and telecommunications independence
• Geographic and administrative factors
• Application of 1947 DXCC Political and Geographic criteria
• Final determination
II. BACKGROUND
A. Political & Administrative Status (1947)
In 1947, Thailand was:
• A fully sovereign, independent nation-state
• One of the few Asian states never colonized by a European power
• Governed by:
– A national constitution (post-1932)
– Independent executive and legislative branches
– A unified national administrative system
• In full control of:
– Foreign affairs
– Internal administration
– Radio communication and licensing
• Not a colony, protectorate, UN mandate, or trust territory
Thailand thus met the primary definition of a Political Entity in the 1947 DXCC rules.
B. International Standing (1947)
In 1947, Thailand held:
• Full international recognition by all major powers
• Active participation in global diplomacy
• Admission to the United Nations in 1946
• Treaty authority and independent representation abroad
These factors satisfy the DXCC requirement for internationally recognized sovereignty.
C. Telecommunications & Prefix Identity
• Thailand used the HS prefix block (HS, HS0-HS9)
• Amateur radio licensing was administered solely by the Thai government
• HS was (and remains) uniquely associated with the Kingdom of Thailand
• No shared prefix with foreign or colonial authority
Distinct national prefix identity strongly confirmed DXCC sovereignty under 1947 rules.
D. Geographic Characteristics
Thailand includes:
• A unified continental territory in mainland Southeast Asia
• Defined borders with Myanmar, Laos, Cambodia, and Malaya
• Coastal access to both the Andaman Sea and Gulf of Thailand
• Full territorial unity under one sovereign government
Under 1947 DXCC rules, geography was irrelevant for sovereign states, being used only to evaluate islands and dependencies.
E. DXCC Context in 1947
The 1947 ARRL DXCC List recognized:
1. Political Entities (Primary Category)
• All sovereign independent countries
• Colonies and protectorates
• UN trusteeships
• Overseas possessions
2. Geographic Entities (Secondary Category)
• Remote oceanic islands and non-contiguous dependencies
Thailand qualifies under Political Entities, the controlling classification.
III. ANALYSIS UNDER THE 1947 ARRL DXCC RULES
1. POLITICAL ENTITY CRITERIA (1947) — PASS

Thailand was a fully sovereign nation.

Conclusion:
Geographic criteria do not affect eligibility.
3. SPECIAL-AREA CRITERIA (1947) — NOT APPLICABLE
Thailand was not:
• A trust territory
• A mandated territory
• A protectorate
• An international administrative zone
Thus §3 does not apply.
4. 1947 ADDITION / DELETION RULES
Addition Requirements (1947)
A location qualifies as a DXCC Entity if it becomes:
✔ A sovereign independent nation (Thailand qualifies)
✔ A colony/protectorate/mandate
✔ A geographically separate possession
Deletion Requirements (1947)
Deletion applies only if:
• Sovereignty is lost
• The territory becomes absorbed by another state
Neither applied in 1947 nor afterward.
V. FINAL DETERMINATION
✅ HS — THAILAND qualifies fully as an ARRL DXCC Entity under the 1947 DXCC Rules.
Qualification Basis (1947):
✔ Fully sovereign independent nation
✔ Internationally recognized (UN member, 1946)
✔ Matches the DeSoto (1935) DXCC principle: “Each independent political entity is considered a country.”
✔ No geographic-dependency complications
Conclusion:
