VU7 — LAKSHADWEEP ISLANDS
Evaluation Under 1947 ARRL DXCC Rules


I. PURPOSE

This memorandum evaluates whether VU7 — Lakshadweep Islands qualify as a distinct ARRL DXCC Entity under the 1947 ARRL DXCC Rules, the standard governing the post–World War II reconstruction of the DXCC List.

The analysis assesses:

  • Political status within India in 1947

  • Administrative independence (or lack thereof)

  • International recognition

  • Geographic separation from mainland India

  • Application of the 1947 Political and Geographic DXCC criteria

  • Final DXCC qualification under the 1947 framework


II. BACKGROUND
A. Political & Administrative Status (1947)

In 1947, immediately following India’s independence, the Lakshadweep Islands:

  • Became integral territory of the Dominion of India,

  • Administered directly by the Indian government through the District Collector of Malabar (later split into their own Union Territory administration),

  • Possessed no autonomous colonial or political identity,

  • Had no governor, no colonial charter, and no independent legislative structure,

  • Were not treated as a dependency, protectorate, colony, or foreign possession.

Thus:

Lakshadweep was fully part of India, not a separate political unit.

Therefore, VU7 fails the Political Entity criteria under the 1947 DXCC rules.

B. International Recognition

Internationally (UN, British Commonwealth, Admiralty charts, and diplomatic documentation):

  • Lakshadweep was recognized as a territory of India,

  • Not treated as a distinct international unit,

  • Not a colony, protectorate, trust territory, or dependency with independent status.

Thus Lakshadweep does not qualify as a Political Entity under 1947 rules.

C. Telecommunications & Prefix Identity
  • India used the VU prefix block,

  • VU7 was assigned as a regional sub-prefix for Lakshadweep,

  • Under 1947 rules, sub-prefixes do not create DXCC Entities,

  • Prefix distinction is supportive only for existing Political or Geographic Entities.

Thus prefix identity does not influence eligibility.

D. Geographic Characteristics

Geographically, Lakshadweep consists of:

  • 36 low-lying coral atolls and islands

  • Located 300–450 km off the southwest coast of India

  • Sitting atop the Laccadive–Chagos Ridge, not the Indian continental shelf

  • Surrounded entirely by deep Indian Ocean waters

  • Having no land, shelf, or reef continuity with mainland India

These characteristics place Lakshadweep squarely within the Geographic Entity classification as defined under 1947 DXCC rules.

E. DXCC Context (1947 Rules)

The 1947 DXCC classification system recognized:

  1. Political Entities:

    • Sovereign states

    • Colonies

    • Protectorates

    • Dependencies

  2. Geographic Entities:

    • Remote island groups

    • Detached territories separated by deep ocean

    • Island chains not part of any mainland’s continental shelf

  3. Special Areas

Although Lakshadweep cannot qualify politically, it meets classical Geographic Entity criteria.


III. ANALYSIS UNDER 1947 DXCC RULES

2. GEOGRAPHIC ENTITY CRITERIA — PASS (primary qualification)

Under the 1947 rules, an island qualifies geographically if:

  • It is substantially separated from the parent Entity

  • Surrounded by deep ocean

  • Forms a discrete island group

  • Has no continental shelf or land continuity with the parent

Lakshadweep meets all criteria:

2(a) Deep-ocean separation

PASS — 300–450 km of deep ocean between Lakshadweep and India.

2(b) Distinct island group

PASS — Recognized archipelago of 36 coral atolls.

2(c) Different geological formation

PASS — On Laccadive–Chagos Ridge, not the Indian continental plate.

2(d) Comparable to other 1947 remote island DXCC Entities

PASS — Comparable to:

  • CE0X/Y/Z (Chile)

  • FR/E, FR/T (French remote islands)

  • FT5W, FT8X (Crozet, Kerguelen)

  • VP6 Pitcairn

  • VP8H/O/S Falkland Dependencies

Thus Lakshadweep qualifies as a Geographic DXCC Entity.


3. SPECIAL-AREA CRITERIA — NOT APPLICABLE

Lakshadweep is not:

  • A trust territory

  • A mandated territory

  • A jointly administered international region

  • A sub-Antarctic island

  • A colonial dependency of a foreign nation

Thus special-area rules do not apply.


4. 1947 ADDITION / DELETION RULES
  • Lakshadweep was recognized pre-WWII in DX operation under VU7

  • Independence of India did not eliminate its geographic detachment

  • 1947 rules explicitly preserved geographically remote island groups, even when politically integral to a mainland

  • No 1947 rule merges Lakshadweep into VU–India for DXCC purposes

Thus:

✔ No deletion or consolidation applies
✔ Geographic Entity status is fully preserved

IV. FINAL DETERMINATION
VU7 — LAKSHADWEEP ISLANDS fully qualify as an ARRL DXCC Entity under the 1947 Rules.
Qualification Basis
  • ❌ Not politically separate from India

  • ✔ Meets all Geographic Entity criteria:

    • Significant oceanic separation

    • Distinct coral archipelago

    • Unique geological formation

    • No continuum with Indian mainland

    • Longstanding recognition by DX operators and ARRL

Conclusion

VU7 — Lakshadweep Islands are a valid Geographic DXCC Entity under the 1947 ARRL DXCC Rules.
Although not politically separate from India, their extreme geographic isolation, oceanic detachment, and clearly defined archipelago identity align perfectly with the 1947 DXCC Geographic Entity standard.
