OH — FINLAND
Evaluation Under 1947 ARRL DXCC Rules


I. PURPOSE

This memorandum evaluates whether OH — Finland qualifies as a separate ARRL DXCC Entity under the 1947 ARRL DXCC Rules, the standard used to construct the initial postwar DXCC List (1947–1948).

The analysis examines:

• Finland’s political and sovereign status in 1947
• International recognition and diplomatic standing
• Telecommunications prefix distinctiveness (OH)
• Geographic integrity and administrative independence
• Applicability of Political and Geographic DXCC criteria
• Final determination under 1947 DXCC rules

Finland appears on the original 1947 DXCC List as a fully recognized DXCC Entity.


II. BACKGROUND
A. Political & Administrative Status (1947)

In 1947, Finland was:

• A fully sovereign, independent republic (declared independence from Russia in 1917)
• Functioning under a democratic constitution and parliament
• In complete control of all internal governance
• Not a colony, protectorate, or federated region of the USSR
• Although geopolitically constrained by the post-WWII Paris Peace Treaty (1947), it retained full sovereignty over domestic and foreign affairs

Crucially:

✔ Finland retained its independence after WWII
✔ It was never incorporated into the Soviet Union
✔ It exercised full international legal sovereignty

Thus, Finland meets the 1947 DXCC definition of a Political Entity.


B. International Standing (1947)

In 1947:

• Finland was widely recognized internationally as a sovereign state
• It participated in post-war European diplomacy
• It signed the Paris Peace Treaty (1947) as an independent nation
• It maintained diplomatic representation worldwide

Finland joined the United Nations later in 1955, but:
UN membership was NOT a requirement for 1947 DXCC political-entity qualification.

Finland’s standing met all DXCC standards applicable in 1947.


C. Telecommunications & Prefix Identity

Finland used the OH national call sign block, assigned under pre-ITU international radio regulations.

The OH prefix:

• Was long established and recognized internationally
• Was distinct from neighboring countries:
– SM (Sweden)
– LA (Norway)
– OH0 (Åland, treated separately later under modern rules)
– USSR (U-series)

ARRL callbooks before and after WWII list OH exclusively for Finland.

Thus:

✔ OH is a unique and unmistakable prefix identifying Finland as an independent communications jurisdiction.


D. Geographic Characteristics

• Finland occupies a contiguous landmass in Northern Europe
• It borders Sweden, Norway, and the USSR (Russia)
• Its territory includes inland lakes, forests, and Gulf of Finland coastline
• No foreign-administered regions existed within Finland in 1947
• Offshore islands (e.g., Åland) are part of Finland and did not receive separate DXCC treatment in 1947

Geographically:

✔ Finland fits the DXCC “single sovereign terrestrial entity” model
✔ No detached-island DXCC rules apply to Finland in 1947


E. DXCC Context (1947)

The 1947 DXCC List recognized:

  1. Political Entities
    • Independent sovereign nations
    • Mandates, colonies, U.S. possessions

  2. Geographic Entities
    • Remote non-sovereign islands with isolated administration

Finland belonged unambiguously to Category 1.

• OH — Finland

Finland fits perfectly among these sovereign states.

Because Finland is sovereign, geographic criteria do not apply directly.
However:

2(b) Unified land territory — ✔ PASS
2(c) No detached island possessions requiring separate treatment — ✔ PASS

The 1947 rules had no continental-shelf, enclave, or Antarctic provisions.


4. 1947 ADDITION / DELETION RULES

Finland was included as a sovereign nation in the earliest DXCC listings.
