OJ0 — MARKET REEF
Evaluation Under 1970 ARRL DXCC Rules
I. PURPOSE
This memorandum evaluates whether OJ0 — Market Reef qualifies as a separate ARRL DXCC Entity under the 1970 ARRL DXCC Rules, the criteria governing DXCC classifications during the late 1960s and early 1970s when Market Reef first received DXCC recognition.
This evaluation considers:
• Legal and administrative status of Market Reef
• Applicable Finland–Sweden boundary treaties
• Geographic and jurisdictional separation from OH–Finland and SM–Sweden
• Prefix and licensing distinctiveness
• Application of the 1970 Geographic Entity standards

II. BACKGROUND

Market Reef (Märket in Swedish) is a tiny skerry in the Åland Sea, occupied historically by:
