YI — IRAQ
Evaluation Under 1947 ARRL DXCC Rules


I. PURPOSE

This memorandum evaluates whether YI — Iraq qualifies as a separate ARRL DXCC Entity under the 1947 ARRL DXCC Rules, the ruleset used when ARRL re-established the DXCC List immediately after World War II.

The analysis includes:

  • Iraq’s sovereign political status in 1947

  • International recognition

  • Territorial integrity and administrative independence

  • Prefix and telecommunications identity

  • Application of the 1947 Political and Geographic Entity standards

  • Final determination


II. BACKGROUND
A. Political & Administrative Status (1947)

In 1947, Iraq was:

  • A fully sovereign, independent kingdom,

  • Having gained independence from the British mandate system in 1932,

  • Governed by its own monarch (King Faisal II) and national parliament,

  • Exercising full domestic and external governmental control,

  • Not a colony, protectorate, mandate, or dependency of any foreign power.

The British mandate ended with Iraq’s admission to the League of Nations in 1932, making Iraq one of the earliest states in the Middle East to achieve full sovereignty.

Thus, by the 1947 DXCC reconstitution:

✔ Iraq was an unquestionably independent Political Entity.
B. International Recognition (1947)

By 1947, Iraq was:

  • Recognized internationally as a sovereign nation

  • A member of the United Nations (joined 1945)

  • Maintaining diplomatic relations with the United States, the United Kingdom, the Soviet Union, and all major powers

  • In full control of its territory and borders

This satisfies the 1947 requirement that a Political Entity be:

“A sovereign state or political unit recognized by the international community.”
C. Telecommunications & Prefix Identity
  • Iraq held the YI ITU prefix block

  • National regulation of amateur radio licensing was conducted by the Iraqi government

  • No external administrative or colonial prefix constraints existed

While prefix independence is not required, it reinforces the sovereign status.

D. Geographic Characteristics
  • Iraq is a contiguous Southwest Asian state

  • Bordered by Turkey, Iran, Kuwait, Saudi Arabia, Jordan, and Syria

  • No political or geographic dependence on another DXCC Entity

  • No detached islands or special territory issues affect qualification

Geographic considerations are secondary because Iraq qualifies politically.

E. DXCC Context (1947 Rules)

The 1947 rules recognized:

  1. Political Entities

    • Sovereign states

    • Colonies and protectorates

    • Trust territories

    • Overseas dependencies

  2. Geographic Entities

    • Remote islands

    • Non-contiguous territories separated by water

Iraq fits directly into Category 1 — Political Entity.

No geographic test is required.

  • No merger, absorption, or administrative modification affects its standing

  • The 1947 reconstitution explicitly maintained all sovereign states

IV. FINAL DETERMINATION
YI — IRAQ fully qualifies as an ARRL DXCC Entity under the 1947 Rules.
