SU — EGYPT
Evaluation Under 1947 ARRL DXCC Rules
I. PURPOSE
This memorandum evaluates whether SU — Egypt qualifies as an ARRL DXCC Entity under the 1947 ARRL DXCC Rules.
The analysis includes:
• Egypt’s sovereign political status in 1947
• International recognition and UN membership
• Territorial integrity and administrative independence
• Telecommunications and prefix authority
• Application of 1947 DXCC Political Entity criteria
• Final determination
II. BACKGROUND
A. Political & International Status (1947)
In 1947, Egypt was:
• A fully sovereign independent nation
• Legally known as the Kingdom of Egypt (1922–1953)
• Recognized as independent from the United Kingdom by the 1936 Anglo-Egyptian Treaty
• Exercising complete internal governance, with only limited residual British military rights
• A founding member of the United Nations (1945)
• A fully recognized diplomatic and political actor in the Middle East and North Africa
Though British troops remained along the Suez Canal under treaty provisions, this did not diminish Egypt’s status as an independent sovereign state under international law or DXCC criteria.
Thus under 1947 DXCC Rules:
✔ Egypt qualified as a sovereign Political Entity, equal to other nation-states.
B. Territorial Integrity (1947)
Egypt in 1947 had:
• Well-defined, internationally accepted borders
• No internal territorial subdivisions treated as distinct political units
• Its own government administering all civil, legal, and security functions
• A unified national administration from Cairo
The only exception—the Anglo-Egyptian Sudan—was administered jointly and treated as a separate political unit (already handled in your ST memorandum). It did not affect Egypt’s borders.
Thus:
✔ Egypt met the DXCC requirement of a unified territorial state.
C. Telecommunications & Prefix Identity
In the 1940s:
• Egypt used the SU prefix, derived from its ITU/CCIR radio allocation
• Amateur radio licensing and enforcement were conducted by the Egyptian national telecommunications authority
• The prefix was unique to Egypt and not shared with the United Kingdom or any other Middle Eastern state

Egypt’s case is fully aligned with these and is unambiguous.
III. ANALYSIS UNDER THE 1947 DXCC RULES

1(a) Sovereign Independent Nation

Egypt meets all Political Entity criteria under the 1947 Rules.
2. GEOGRAPHIC ENTITY CRITERIA — NOT APPLICABLE
Geographic separation is irrelevant when a territory qualifies politically.
3. SPECIAL ENTITY CRITERIA — NOT APPLICABLE
Egypt was not a trust territory, mandate, or international zone in 1947.
4. 1947 ADDITION / DELETION RULES
• Egypt was a long-standing DXCC Entity before WWII
• Postwar restoration of the DXCC List retained Egypt without modification
• No sovereignty or territorial changes occurred in 1947 affecting eligibility
Thus:
✔ No deletion rules apply
✔ Egypt remains a valid DXCC Entity under 1947 rules
IV. FINAL DETERMINATION
✅ SU — EGYPT fully qualifies as an ARRL DXCC Entity under the 1947 Rules.
Qualification Basis:
✔ Fully sovereign independent state
✔ UN founding member with universal recognition
✔ Independent telecommunications/licensing authority
✔ Stable, defined national territory
