T32 — EASTERN KIRIBATI (LINE ISLANDS)
Evaluation Under 1980 ARRL DXCC Rules
I. PURPOSE
This memorandum evaluates whether T32 — Eastern Kiribati (Line Islands) qualifies as a distinct ARRL DXCC Entity under the 1980 ARRL DXCC Rules, the post-1978 rule framework used by ARRL when determining the DXCC status of geographically remote regions within newly independent states.
The evaluation includes:

III. ANALYSIS UNDER 1980 DXCC RULES
1. POLITICAL ENTITY CRITERIA — FAIL (as expected)
1(a) Sovereign State
❌ FAIL — Line Islands are not a sovereign state.
1(b) Distinct Territorial Administration
❌ FAIL — Administered by the national Kiribati government headquartered in Tarawa.
1(c) International Recognition
❌ FAIL — Not recognized separately; fully integrated into Kiribati.
1(d) Not part of another DXCC Entity
❌ FAIL — Line Islands are part of Kiribati (T30).
1(e) Telecommunications Authority
❌ FAIL — Same national telecom authority as T30/T31.
Conclusion:
T32 cannot qualify as a Political Entity. It must be evaluated under Geographic criteria.
2. GEOGRAPHIC ENTITY CRITERIA — PASS
The Line Islands easily satisfy the geographic separation requirements of the 1980 DXCC Rules, which emphasize substantial distance and oceanic isolation.
(a) Island or Island Group
✔ PASS — The Line Islands are a discrete, linear chain of coral atolls.
(b) No physical or shallow-water connection to parent
✔ PASS — The Line Islands sit atop separate seamounts, with no reef or shelf continuity to the Gilberts (T30) or Phoenix Islands (T31).
(c) Great-circle distance exceeds DXCC minimum
The 1980 minimum threshold is derived from the 1978 revision (~350 miles / 565 km).
Distances from the Line Islands:

Kiritimati (Christmas Island) → Tarawa (Gilberts)
~3,300 km -
Kiritimati → Phoenix Islands (Canton)
~1,700 km
✔ PASS — Both distances far exceed the separation minimum.
(d) Ocean-basin separation
The Line Islands are located in the eastern equatorial Pacific basin, environmentally and oceanographically distinct from the western/central basins.

(e) Non-Contiguity Clause
The Line Islands constitute a non-contiguous geographic region of Kiribati separated by thousands of kilometers of deep ocean.
ARRL precedent treats such island groups as separate Entities (e.g., KH1/KH2/KH3/KH4/KH5/KH6/KH7; CE0X/Y/Z; FO/FH/FR subdivisions).

Conclusion:
T32 satisfies all necessary Geographic Entity criteria under the 1980 rules.
3. SPECIAL-AREA CRITERIA — NOT APPLICABLE
The Line Islands are not:

No Special-Area provisions apply.
4. 1980 ADDITION / DELETION RULES
Following Kiribati’s independence:

T30 (Gilbert Islands) was added as the political entity

ARRL evaluated the Phoenix and Line Islands as geographically separated territories

Both T31 and T32 exceeded the minimum distance

No deletion criteria apply since these were new additions, not replacements
Thus, T32 is legitimately recognized beginning with the post-1979 DXCC List revisions.
