T32 — EASTERN KIRIBATI (LINE ISLANDS)
Evaluation Under 1980 ARRL DXCC Rules


I. PURPOSE

This memorandum evaluates whether T32 — Eastern Kiribati (Line Islands) qualifies as a distinct ARRL DXCC Entity under the 1980 ARRL DXCC Rules, the post-1978 rule framework used by ARRL when determining the DXCC status of geographically remote regions within newly independent states.

The evaluation includes:

  • Post-1979 political and administrative structure of Kiribati

  • Geographic separation between Line Islands, Gilbert Islands, and Phoenix Islands

  • Application of the 1980 Geographic Entity criteria

  • Prefix and telecommunications authority

  • Whether T32 meets the distance and non-contiguity requirements

  • Final DXCC determination


II. BACKGROUND
A. Kiribati Independence and Territorial Composition (1979–1980)

Upon its independence on 12 July 1979, the Republic of Kiribati consisted of three widely separated island groups:

  1. Gilbert Islands — Western cluster → T30

  2. Phoenix Islands — Central cluster → T31

  3. Line Islands — Eastern cluster → T32

Although politically unified, these archipelagos sit thousands of kilometers apart, separated by deep-ocean tracts with no geographic or continental-shelf continuity.

B. International Recognition

By 1980, Kiribati’s sovereignty and territorial configuration were fully recognized by:

  • The United Nations

  • United States and Pacific regional governments

  • International mapping and hydrographic authorities

Thus, the Line Islands are indisputably part of Kiribati politically.

C. Telecommunications and DXCC Prefix Allocation

After independence:

  • Kiribati received the T3 ITU prefix block

  • ARRL determined that the geographic separation justified three DXCC Entities:

    • T30 — Gilbert Islands

    • T31 — Phoenix Islands

    • T32 — Line Islands

Separate prefix assignment reflects ARRL’s determination that each island group should be evaluated under the Geographic Entity criteria.

D. ARRL DXCC Rules Framework (1980)

The 1980 rules recognize two primary bases for DXCC qualification:

1. Political Entities
  • Sovereign nations

  • Dependencies with distinct administration

  • UN trust territories

  • Colonies

2. Geographic Entities
  • Remote island groups separated from their parent by substantial distance

  • Non-contiguous territories separated by oceanic basins

  • Satellite islands beyond ARRL-defined minimum distance thresholds

This framework, introduced in the 1970s and solidified by 1978 revisions, is the basis under which T32 must be evaluated.


III. ANALYSIS UNDER 1980 DXCC RULES
1. POLITICAL ENTITY CRITERIA — FAIL (as expected)
1(a) Sovereign State

FAIL — Line Islands are not a sovereign state.

1(b) Distinct Territorial Administration

FAIL — Administered by the national Kiribati government headquartered in Tarawa.

1(c) International Recognition

FAIL — Not recognized separately; fully integrated into Kiribati.

1(d) Not part of another DXCC Entity

FAIL — Line Islands are part of Kiribati (T30).

1(e) Telecommunications Authority

FAIL — Same national telecom authority as T30/T31.

Conclusion:
T32 cannot qualify as a Political Entity. It must be evaluated under Geographic criteria.


2. GEOGRAPHIC ENTITY CRITERIA — PASS

The Line Islands easily satisfy the geographic separation requirements of the 1980 DXCC Rules, which emphasize substantial distance and oceanic isolation.

(a) Island or Island Group

PASS — The Line Islands are a discrete, linear chain of coral atolls.

(b) No physical or shallow-water connection to parent

PASS — The Line Islands sit atop separate seamounts, with no reef or shelf continuity to the Gilberts (T30) or Phoenix Islands (T31).

(c) Great-circle distance exceeds DXCC minimum

The 1980 minimum threshold is derived from the 1978 revision (~350 miles / 565 km).

Distances from the Line Islands:

  • Kiritimati (Christmas Island) → Tarawa (Gilberts)
    ~3,300 km

  • Kiritimati → Phoenix Islands (Canton)
    ~1,700 km

PASS — Both distances far exceed the separation minimum.

(d) Ocean-basin separation

The Line Islands are located in the eastern equatorial Pacific basin, environmentally and oceanographically distinct from the western/central basins.

(e) Non-Contiguity Clause

The Line Islands constitute a non-contiguous geographic region of Kiribati separated by thousands of kilometers of deep ocean.

ARRL precedent treats such island groups as separate Entities (e.g., KH1/KH2/KH3/KH4/KH5/KH6/KH7; CE0X/Y/Z; FO/FH/FR subdivisions).

Conclusion:
T32 satisfies all necessary Geographic Entity criteria under the 1980 rules.


3. SPECIAL-AREA CRITERIA — NOT APPLICABLE

The Line Islands are not:

  • UN trust territories

  • Disputed regions

  • Antarctic territories

  • International zones

No Special-Area provisions apply.


4. 1980 ADDITION / DELETION RULES

Following Kiribati’s independence:

  • T30 (Gilbert Islands) was added as the political entity

  • ARRL evaluated the Phoenix and Line Islands as geographically separated territories

  • Both T31 and T32 exceeded the minimum distance

  • No deletion criteria apply since these were new additions, not replacements

Thus, T32 is legitimately recognized beginning with the post-1979 DXCC List revisions.


IV. FINAL DETERMINATION
T32 — EASTERN KIRIBATI (LINE ISLANDS) qualifies as a separate ARRL DXCC Entity under the 1980 Rules.

  • ✔ Fully meets Geographic Entity requirements

  • ✔ Separated by >1,700–3,300 km from parent

  • ✔ Deep-ocean isolation and distinct archipelago

  • ✔ Assigned its own prefix block (T32) due to qualified geographic separation

  • ✔ Matches ARRL precedent for detached island groups

Conclusion

T32 represents one of the clearest Geographic Entities in the DXCC program—geographically remote, oceanographically distinct, and vastly separated from the other archipelagos of Kiribati. Its continued DXCC Entity status is firmly supported by the 1980 ARRL Rules.
