HI — DOMINICAN REPUBLIC
Evaluation Under 1947 ARRL DXCC Rules


I. PURPOSE

This memorandum evaluates whether HI — Dominican Republic qualifies as a separate ARRL DXCC Entity under the 1947 ARRL DXCC Rules, the foundational post-World-War-II DXCC criteria.

The evaluation includes:

• Sovereignty and political status in 1947
• International recognition
• Prefix assignment and licensing authority
• Geographic and administrative characteristics
• Application of 1947 Political and Geographic DXCC criteria
• Final determination


II. BACKGROUND
A. Political & Administrative Status (1947)

In 1947, the Dominican Republic was:

• A sovereign independent nation, first established in 1844
• Governed by:
– A national constitution
– Independent executive, legislative, and judicial bodies
• Fully responsible for:
– Foreign policy
– Defense
– Internal administration
– National law
• Not a colony, protectorate, or mandate
• Not under U.S. occupation (prior occupation ended in 1924)

This placed the Dominican Republic firmly within the political-entity category of the 1947 DXCC rules.


B. International Standing (1947)

• Recognized worldwide as a sovereign state
• A founding member of the United Nations (joined 1945)
• Maintained its own diplomatic corps and treaty obligations
• No shared or dependent sovereignty with any other nation

This satisfies the DXCC requirement of internationally recognized statehood.


C. Telecommunications & Prefix Identity

• The Dominican Republic operated under the HI prefix block
• Amateur radio regulation and licensing were performed by the national Dominican authority, not by another country
• HI was (and remains) a unique ITU-assigned prefix

Prefix distinctiveness was a strong DXCC indicator of political independence under 1947 rules.


D. Geographic Characteristics

• Occupies the eastern portion of the island of Hispaniola
• Shares a defined land border with Haiti (HH)
• Has stable, internationally recognized borders
• Territory entirely contiguous and fully administered by the sovereign government
• Not a colony or overseas possession

As a sovereign state, geographic criteria are secondary and automatically satisfied.


E. DXCC List Context (1947)

The 1947 ARRL DXCC criteria recognized:

Political Entities (Primary Category)

• Independent sovereign countries
• Colonies and protectorates
• UN mandates
• Overseas possessions

Geographic Entities (Secondary)

• Remote island groups
• Non-contiguous possessions of a parent country

The Dominican Republic clearly qualifies under Political Entities.


III. ANALYSIS UNDER THE 1947 ARRL DXCC RULES

Conclusion:
The Dominican Republic satisfies all political requirements under the 1947 rules.


2. GEOGRAPHIC ENTITY CRITERIA (1947)NOT REQUIRED (but PASS)
2(a) Defined Territorial Borders — ✔ PASS

Clear internationally recognized boundaries.

2(b) Independent Territorial Administration — ✔ PASS

No dependency status.

2(c) Island or Overseas Possession Rules — N/A

Geographic criteria apply only to dependencies or remote islands.

Conclusion:
Geography fully supports the Entity status but is not necessary for qualification.


3. SPECIAL-AREA CRITERIA (1947)NOT APPLICABLE

The Dominican Republic was not:

• A UN trust territory
• A Mandated Territory
• A protectorate
• An international zone

Thus §3 is irrelevant.


4. 1947 ADDITION / DELETION RULES
Addition Requirements (1947):

An Entity qualifies if it is:

✔ A sovereign independent state
✔ Or a colony/protectorate/mandate
✔ Or a geographically separate possession

The Dominican Republic qualifies under the first criterion.

Deletion Requirements (1947):

Deletion applies only if a nation:

• Loses sovereignty, or
• Is absorbed into another country

Neither applies.


V. FINAL DETERMINATION
✅ HI — DOMINICAN REPUBLIC qualifies fully as an ARRL DXCC Entity under the 1947 DXCC Rules.

Qualification Basis (1947):

✔ Fully sovereign independent republic
✔ Internationally recognized state
✔ Distinct national prefix (HI)
✔ Meets the DeSoto “separate political entity” principle
✔ No overlap with any parent or administrative dependency

Conclusion:
HI — Dominican Republic is unquestionably a valid and enduring DXCC Entity under the 1947 standards.
