HV — VATICAN CITY
Evaluation Under 1947 ARRL DXCC Rules


I. PURPOSE

This memorandum evaluates whether HV — Vatican City qualifies as a distinct ARRL DXCC Entity under the 1947 ARRL DXCC Rules, the foundational postwar standard defining what constituted a “country” for DXCC purposes.

The analysis includes:

• Sovereignty and political independence
• International recognition
• Telecommunications and prefix autonomy
• Unique administrative and territorial characteristics
• Application of 1947 DXCC Political and Geographic rules
• Final determination under 1947 criteria


II. BACKGROUND
A. Political & Administrative Status (1947)

Vatican City in 1947 was:

• A fully sovereign independent state, established by the Lateran Treaty (1929) between the Holy See and Italy
• Governed by:
– The Pope (Head of State)
– Pontifical Commission (executive administration)
– Holy See as its international juridical personality
• Possessing:
– Complete territorial sovereignty
– Independent legal, financial, and administrative systems
– Full diplomatic relations with major governments
• Not reliant upon Italy for internal governance
• Not a colony, protectorate, mandate, or trust territory

This places Vatican City directly within the political-entity category of the 1947 DXCC rules.


B. International Standing (1947)

By 1947, Vatican City held:

• Full international diplomatic recognition as a sovereign state
• Active participation in world diplomacy through the Holy See
• Independent treaty-making power
• Diplomatic representation to dozens of nations

Although Vatican City is small, its sovereignty is unquestioned, satisfying the DXCC requirement for internationally recognized political independence.


C. Telecommunications & Prefix Identity

• Vatican City uses the uniquely designated prefix HV
• Amateur radio licensing and radio operations are authorized by the Vatican administration, not by Italy
• HV was recognized internationally and by the ARRL as a separate call-sign block
• No overlap with Italian (I) prefix allocation

The presence of a unique national prefix strongly confirms eligibility under 1947 rules.


D. Geographic Characteristics

• Vatican City consists of a sovereign walled enclave within Rome, Italy
• Territory is compact (≈0.44 sq km) but fully sovereign
• No geographic separation required for political entities under 1947 DXCC rules
• Territorial contiguity with Italy does not negate sovereignty

The 1947 DXCC List explicitly treated political sovereignty as the decisive factor, regardless of geographic size or contiguity.


E. DXCC List Context (1947)

The 1947 ARRL DXCC Rules recognized:

1. Political Entities (primary category)

• Sovereign nations (Vatican City qualifies)
• Colonies and protectorates
• Mandates
• Overseas possessions

2. Geographic Entities (secondary category)

• Remote islands
• Non-contiguous dependencies

Vatican City clearly qualifies under Political Entities; geographic factors are irrelevant.

✅ HV — VATICAN CITY qualifies fully as an ARRL DXCC Entity under the 1947 DXCC Rules.

Qualification Basis (1947):

✔ Meets DeSoto’s 1935 DXCC principle:
“Each independent political entity is considered a country.”
✔ Geographic size and contiguity irrelevant under 1947 rules
