Evaluation Under 1947 ARRL DXCC Rules

This memorandum evaluates whether HV — Vatican City qualifies as a distinct ARRL DXCC Entity under the 1947 ARRL DXCC Rules, the foundational postwar standard defining what constituted a “country” for DXCC purposes.

Vatican City in 1947 was:
• A fully sovereign independent state, established by the Lateran Treaty (1929) between the Holy See and Italy

– Holy See as its international juridical personality

• Vatican City uses the uniquely designated prefix HV
• Amateur radio licensing and radio operations are authorized by the Vatican administration, not by Italy
• HV was recognized internationally and by the ARRL as a separate call-sign block
• No overlap with Italian (I) prefix allocation
The presence of a unique national prefix strongly confirms eligibility under 1947 rules.
D. Geographic Characteristics
• Vatican City consists of a sovereign walled enclave within Rome, Italy
• Territory is compact (≈0.44 sq km) but fully sovereign
