J2 — DJIBOUTI (FRENCH SOMALILAND)
Evaluation Under 1947 ARRL DXCC Rules
I. PURPOSE
This memorandum evaluates whether J2 — Djibouti (then known as French Somaliland) qualifies as a separate ARRL DXCC Entity under the 1947 ARRL DXCC Rules, the ruleset in effect when the DXCC List was reconstituted after World War II.
The evaluation includes:
• Political-entity criteria (sovereignty, dependency status, international recognition)
• Administrative status of French Somaliland within the French colonial system
• Applicability of 1947 dependency and mandate rules
• Whether French Somaliland must be treated as distinct from “France (F)” under the 1947 criteria
Unlike many modern DXCC entities, Djibouti’s qualification depends entirely on political status, because no geographic rules existed in 1947.
II. BACKGROUND
Political & Administrative Status (as of 1947)
In 1947, the territory known today as Djibouti was officially:
Côte Française des Somalis (French Somaliland)
Key characteristics:
• A fully recognized French colony
• Administered by a French governor based in Djibouti
• Separate from metropolitan France in legal status, governance, taxation, immigration, and administration
• Listed by the U.S. State Department as a French overseas possession
French Somaliland had:
• No sovereignty
• No treaty-making power
• No independent representation in international organizations
But its colonial status is critical — the ARRL explicitly relied on U.S. State Department listings of dependencies to determine DXCC entities.
International Recognition (1947)
The U.S. State Department published annual lists of:
• Independent sovereign states
• Dependencies, colonies, protectorates, mandated territories
These lists were used verbatim by the ARRL during the 1940s to determine DXCC eligibility.
French Somaliland appeared as:
“French Somaliland (Côte Française des Somalis)” — Colony of France
Thus, it was a recognized international dependency distinct from France.
Geographic Considerations (1947)
• Geography played no role in DXCC qualification in 1947.
• No island-distance rules existed.
• No continental-shelf rules existed.
• No offshore-administration rules existed.
Accordingly, Djibouti’s geographic position on the Horn of Africa is irrelevant under 1947 criteria.
DXCC Prefix Context (1947)
• Callsigns for French colonies often used “F” variants or regional prefixes; ITU prefix harmonization came later.
• Prefix assignment had no effect on DXCC eligibility in 1947.
DXCC History
• French Somaliland appeared on early pre-war DXCC lists as a separate entity.
• When the DXCC program restarted in late 1946–1947, the ARRL again recognized French Somaliland based on its political classification.
III. ANALYSIS UNDER THE 1947 DXCC RULES
The 1947 DXCC Rules recognized the following categories of entities:

These were the only paths to DXCC entity qualification.
1. POLITICAL ENTITY CRITERIA
1(a) Sovereign State — FAIL
French Somaliland was not sovereign.
It was a French colony.
→ Fails Rule 1(a).
1(b) U.S. State Department Dependency Listing — PASS
French Somaliland was:
• Explicitly listed as a French colony by the U.S. State Department
• Administratively separate from metropolitan France
• Governed locally by a French colonial administration
• Internationally recognized as a distinct overseas possession
This is precisely the class of political entities that Rule 1(b) was designed to include.
→ Passes Rule 1(b).
This is the controlling rule for Djibouti in 1947.
1(c) Mandated or Trust Territory — NOT APPLICABLE
• French Somaliland was not a League of Nations mandate nor a UN trust territory.
→ Does not qualify under Rule 1(c), but this is not required if another rule is satisfied.
1(d) Distinct International Administration — PASS (Implicit)
Although not sovereign, French Somaliland:
• Had its own administrative institutions
• Was treated internationally as a separate dependency
• Was distinct from France in diplomatic and administrative listings
This provided an independent basis for recognition under the ARRL’s Rule 1(d).
→ French Somaliland fits the DXCC concept of a distinct international administrative entity.
Conclusion for Political Criteria
French Somaliland qualifies under Rule 1(b) as a U.S.-recognized dependency.
It also informally aligns with Rule 1(d).
Political criteria alone are fully satisfied.
2. GEOGRAPHIC ENTITY CRITERIA (1947)
No geographic criteria existed.
Thus:
• Location in the Horn of Africa
• Separation from France by thousands of miles
• Non-European character
—these have no bearing under 1947 rules.
3. SPECIAL-AREA CRITERIA — NOT APPLICABLE
There were no special categories in 1947 (no UN entities, enclaves, or treaty zones).
4. STATUS UNDER THE 1947 DXCC LIST
The 1947 DXCC List included French Somaliland as an independent DXCC Entity.
This classification was consistent with:
• U.S. State Department listings
• International documentation
• ARRL’s dependency-based criteria
