VQ9 — CHAGOS ARCHIPELAGO (DIEGO GARCIA & OUTLYING ATOLLS)
Evaluation Under 1947 ARRL DXCC Rules


I. PURPOSE

This memorandum evaluates whether VQ9 — Chagos Archipelago qualifies as a distinct ARRL DXCC Entity under the 1947 ARRL DXCC Rules, the post-WWII framework used when ARRL restored the DXCC List.

The analysis includes:

  • Colonial status and administrative independence (1947)

  • International recognition

  • Prefix and telecommunications identity

  • Geographic separation from Mauritius and Seychelles

  • Alignment with 1947 Political and Geographic criteria

  • Final DXCC determination


II. BACKGROUND
A. Political & Administrative Status (1947)

In 1947, the Chagos Archipelago was:

  • A British colonial possession,

  • Administered as part of the British Colony of Mauritius,

  • But legally and geographically treated as a separate administrative dependency within the Mauritian colonial framework,

  • Governed directly from the Mauritian colonial administration but not part of any district of Mauritius Island itself.

Key point for DXCC:

Chagos was a detached British colonial dependency ― not part of mainland Mauritius.

In 1947, DXCC did not require a dependency to have a separate governor—only that it be a designated, distinct dependency under British colonial law.

Chagos was treated as a separate and uniquely governed external territory, comparable to:

  • FR/G – Glorioso Islands

  • FR/E – Europa Island

  • FR/T – Tromelin Island

  • CE0X/Y/Z – Chilean detached islands

  • VP6 – Pitcairn

  • ZB2 – Gibraltar

  • VP8H/O/S – Falkland Dependencies

B. International Recognition (1947)

Internationally, the Chagos Islands were recognized as:

  • A discrete colonial dependency of the British Empire,

  • Under the administrative control of Mauritius (also a British colony),

  • Possessing defined territorial boundaries,

  • Not part of the Seychelles or Maldives,

  • Frequently referenced in maritime charts, colonial registers, and Admiralty documents as its own island group.

Thus it meets the 1947 DXCC requirement that a Political Entity be:

“A recognized dependency or colony having separate territorial identity and administration.”
C. Telecommunications & Prefix Identity

By the mid-20th century:

  • The Chagos Islands used the VQ9 prefix,

  • A distinct block within the British colonial prefix range,

  • Not shared with Mauritian mainland operations (VQ4 historically),

  • With licensing authority delegated under British colonial telecommunication administration.

Under the 1947 rules, a unique prefix is not required, but the existence of a separate prefix strongly reinforces DXCC Entity identity.

D. Geographic Characteristics

Geographically, the Chagos Archipelago is:

  • Located ~2,200 km north of Mauritius

  • ~1,600 km south of India

  • A chain of remote atolls surrounded entirely by deep Indian Ocean waters

  • Not connected by reef, shelf, or landmass to Mauritius or any parent territory

  • Composed of more than 50 islands and atolls, including:

    • Diego Garcia

    • Peros Banhos

    • Salomon Atoll

    • Egmont Atoll

    • Blenheim Reef

    • Great Chagos Bank

This isolation independently satisfies the Geographic Entity standards of 1947.

E. DXCC Context (1947 Rules)

The 1947 DXCC rules recognized:

  1. Political Entities

    • Colonies

    • Protectorates

    • Mandates

    • Trust territories

    • Dependencies

  2. Geographic Entities

    • Remote island groups separated from parent territory

  3. Special Areas

The Chagos Archipelago easily fits class (1) and is reinforced by class (2).


III. ANALYSIS UNDER 1947 DXCC RULES
1. POLITICAL ENTITY CRITERIA — PASS

The 1947 rules treated colonies and dependencies as standalone DXCC Entities if:

  • They were separately administered

  • They had distinct territorial identity

  • They were recognized internationally

Chagos meets all criteria:

Even though political qualification is complete, the Chagos Islands also satisfy all Geographic criteria:

  • ✔ Extreme separation from Mauritius (~2,200 km)

  • ✔ Fully detached coral atoll chain with no land/shelf continuity

  • ✔ Distinct island group with recognized identity

  • ✔ Comparable to FR/T Tromelin, FR/E Europa, FT5W Crozet, CE0Y Easter, VP6 Pitcairn, VK9-series islands

Thus Chagos qualifies independently as a Geographic Entity.


3. SPECIAL-AREA CRITERIA — NOT APPLICABLE

The Chagos Archipelago is not:

  • A trust territory

  • A mandated territory

  • Part of Antarctica

  • An international zone

Thus no special-area rules apply.


4. 1947 DELETION / CONTINUITY RULES
  • Chagos’ colonial status was unchanged in 1947

  • It was clearly identified as a distinct dependency prior to WWII

  • No sovereignty transfer or administrative merger occurred

  • ARRL in 1947 explicitly preserved detached island dependencies as DXCC Entities

Thus:

✔ No deletion criteria apply
✔ Chagos remains a valid DXCC Entity under 1947 rules

IV. FINAL DETERMINATION
VQ9 — CHAGOS ARCHIPELAGO fully qualifies as an ARRL DXCC Entity under the 1947 Rules.
