Evaluation Under 1992 ARRL DXCC Rules
I. PURPOSE
This memorandum evaluates whether UN — Kazakhstan qualifies as a distinct ARRL DXCC Entity under the 1992 ARRL DXCC Rules, which governed DXCC classification immediately after the 1991–1992 dissolution of the USSR.

II. BACKGROUND
A. Pre-1991 Status
Prior to independence, Kazakhstan existed as:

Lacking sovereign control over foreign affairs, defense, or international representation

Thus, the Kazakh SSR did not qualify as a DXCC Entity prior to 1991.
B. Declaration of Independence (1991)
In the course of the Soviet collapse:

Kazakhstan declared sovereign independence on 16 December 1991

It was the last of the 15 Soviet republics to formally declare independence

After this declaration, no legal authority remained with the USSR over Kazakhstan

The USSR itself dissolved on 26 December 1991, cementing Kazakhstan’s sovereignty
C. International Recognition (1991–1992)
Kazakhstan rapidly gained full international standing:

Diplomatic recognition by major world powers followed within days

It was admitted to the United Nations on 2 March 1992

Kazakhstan became a fully recognized sovereign state with legally defined borders

D. Telecommunications Authority and Prefix Identity
After independence:

Kazakhstan established its own national telecommunications administration

The ITU assigned the UN/UP/UO/UQ prefix block to Kazakhstan

All amateur radio licensing and regulation became fully national in authority

This prefix allocation marked a clear separation from the Soviet-wide “U-series” prefix structure

1. POLITICAL ENTITY CRITERIA — PASS
Under the 1992 rules, a Political Entity includes:

3. SPECIAL AREA CRITERIA — NOT APPLICABLE

Thus, no special-area rules apply.
4. 1992 ADDITION / DELETION RULES
Following the dissolution of the USSR:

The “USSR” DXCC Entity was deleted

Each new sovereign state was evaluated individually
-
Kazakhstan was added as a new DXCC Political Entity following its international recognition in early 1992
No deletion criteria later apply.
