Evaluation Under 1947 ARRL DXCC Rules
I. PURPOSE
This memorandum evaluates whether EI — Ireland qualifies as a separate ARRL DXCC Entity under the 1947 ARRL DXCC Rules, the first comprehensive DXCC criteria established after World War II.
Evaluation includes:
• Ireland’s sovereign political status in 1947
• International recognition and diplomatic status
• National administration and telecommunication authority
• Applicability of political vs. geographic DXCC criteria
• Confirmation of Ireland’s DXCC eligibility under 1947 rules
II. BACKGROUND
Political & Administrative Status (1947)
In 1947, Ireland was:
• A sovereign independent nation, known officially as Éire
• Having withdrawn from the British Commonwealth in all practical terms under the 1937 Constitution, though the formal Republic declaration occurred in 1949
• In full control of:
– Territorial administration
– Foreign policy
– Defense and civil authority
– Telecommunication regulation
• With no remaining British administrative authority over its domestic affairs
Ireland’s sovereignty was recognized by:
• The United Kingdom (1938 Anglo-Irish Agreements)
• The United States
• Numerous European and Commonwealth states
• International bodies and diplomatic channels
Thus, in 1947 Ireland met the definition of a fully sovereign political entity, regardless of later constitutional refinements.
Telecommunication & Prefix Identity
• Ireland controlled its own amateur licensing
• ITU assigned EI / EJ prefixes to Ireland
• The prefix was recognized internationally
• No telecommunication authority was shared with the UK or any foreign state
Geographic Characteristics
• Ireland is a contiguous island nation
• No geographic separation rules are relevant to EI because political qualification supersedes geographic tests
DXCC Context (1947)
The 1947 ARRL DXCC Rules recognized:
Political Entities
Any territory that:

Was a sovereign, independent nation; or

Was a colony/protectorate/mandate under separate sovereignty; or

Had internationally recognized separate administration
Ireland clearly satisfies category 1.
Geographic Entities
Extremely limited in 1947; largely irrelevant where sovereignty exists.

1. POLITICAL ENTITY CRITERIA (1947) — PASS

Conclusion:
Ireland meets all political-entity criteria of the 1947 DXCC Rules.
2. GEOGRAPHIC ENTITY CRITERIA (1947) — NOT APPLICABLE

• Thus, geographic separation rules do not apply
3. SPECIAL-AREA CRITERIA (1947) — NOT APPLICABLE
Ireland is not:

Thus no deletion conditions exist.
V. FINAL DETERMINATION
✅ EI — IRELAND qualifies as an ARRL DXCC Entity under the 1947 DXCC Rules.
Qualification Basis (1947):
✔ Fully sovereign, independent nation
✔ Internationally recognized state
✔ Independent telecommunication authority (EI/EJ prefix)
✔ No geographic considerations needed
✔ Fully consistent with DXCC treatment of all other sovereign European nations in 1947
Conclusion:
Under the 1947 ARRL DXCC Rules, EI — Ireland is an unequivocal Political DXCC Entity, qualifying by sovereignty alone.
