SV — GREECE
Evaluation Under 1947 ARRL DXCC Rules
I. PURPOSE
This memorandum evaluates whether SV — Greece qualifies as a separate ARRL DXCC Entity under the 1947 ARRL DXCC Rules, which governed DXCC classification in the immediate post–World War II period.
The evaluation includes:
• Sovereign-state legal status
• International recognition and UN membership
• Territorial definition and government administration
• Prefix and telecommunications authority
• Application of 1947 DXCC Political Entity criteria
• Final determination
II. BACKGROUND
A. Political & International Status (1947)
In 1947, Greece was:
• A sovereign, independent nation-state
• Known officially as the Kingdom of Greece
• Governed by a constitutional monarchy
• A founding member of the United Nations (1945)
• Recognized worldwide as a fully independent state
• Possessing complete internal and external governmental authority
Despite occupation during World War II, Greek sovereignty was restored in 1944–45 and fully recognized by 1947.
Thus, Greece met the strongest category of DXCC Political Entity criteria.
B. Territorial Integrity (1947)
In 1947:
• Greece had clear national borders recognized by international treaties
• All territory was administered from Athens
• No internal protectorates, mandates, colonies, or foreign-administered zones existed
• The Dodecanese Islands (including SV5) were awarded to Greece by the 1947 Paris Peace Treaty but were generally considered integral to Greek sovereignty when transferred
• Mount Athos (SV/A) remained an autonomous monastic state under Greek sovereignty, but not separately administered as a DXCC entity in 1947
Therefore:
✔ Greece had well-defined territory for DXCC purposes
✔ All Greek islands were politically and legally part of the Greek state
C. Telecommunications & Prefix Identity
By 1947:
• Greece used the SV ITU prefix block
• Amateur radio licensing and authority were controlled by the Greek government

• SV was not shared with any other state or territory
Thus, Greece met:

4. 1947 ADDITION / DELETION RULES
