4O — MONTENEGRO
Evaluation Under 2006 ARRL DXCC Rules


I. PURPOSE

This memorandum evaluates whether 4O — Montenegro qualifies as a separate ARRL DXCC Entity under the 2006 ARRL DXCC Rules, the ruleset used during Montenegro’s declaration of independence from Serbia and Montenegro.

The evaluation includes:

• Political-entity criteria (UN membership, sovereignty, international recognition)
• Territorial and administrative changes resulting from the 2006 independence referendum
• DXCC Rule 1(a) and Rule 1(b) applicability
• Verification against deletion and succession rules in effect in 2006

Montenegro appears on the DXCC List as a sovereign political entity, added in mid-2006.


II. BACKGROUND
Political & Administrative Status

• Montenegro declared full independence from the State Union of Serbia & Montenegro on 3 June 2006, following a 21 May 2006 referendum.
• The former “Serbia & Montenegro” (DXCC entity YU/4N/S5 predecessor) ceased to exist as a unified state.
• Montenegro established:
– An independent constitution and government
– A national parliament
– A foreign ministry and diplomatic missions
– Independent legal and judicial systems
– Full control over domestic and foreign affairs

International Recognition

• Montenegro was recognized globally within days of the referendum.
• Accepted as the 192nd member of the United Nations on 28 June 2006.
• Recognized by:
– European Union member states
– United States
– Russia
– All major global diplomatic powers

Geographic Characteristics

• Montenegro is a Balkan country bordering:
– Serbia
– Albania
– Bosnia and Herzegovina
– Croatia
– Adriatic Sea
• DXCC qualification is entirely political; geographic criteria do not apply.

DXCC Prefix Assignment

• ITU assigned 4O as Montenegro’s prefix.
• Distinct from:
– YU (Serbia)
– E7 (Bosnia)
– Z3 (North Macedonia)

DXCC History

• ARRL announced Montenegro’s acceptance as a new DXCC Entity in 2006, contemporaneous with UN admission, consistent with modern Rule 1(a) practice.
• Serbia continued as a separate DXCC Entity under its own identity → Montenegro did not “replace” Serbia.


III. ANALYSIS UNDER THE 2006 DXCC RULES

The 2006 DXCC Rules separated qualification into:

1. Political Entities
  • 1(a): UN Member States

  • 1(b): Non-UN political entities with separate administration

  • 1(c): Entities meeting specific DXCC political criteria

2. Geographic Entities
  • Offshore island rules

  • Continental shelf rules

  • Antarctic rules

Since Montenegro is not an island or dependency, only political rules apply.


1. POLITICAL ENTITY CRITERIA (2006)
1(a) UN Member State — ✔ PASS

• Montenegro became a UN member on 28 June 2006.
• DXCC Rule 1(a) states:

“Any member of the United Nations qualifies as a DXCC Entity.”
1(b) Separate Administration — ✔ PASS (though not needed)

• Montenegro has its own fully independent government, even without UN membership.
• Satisfies separate-sovereignty test.

1(c) International Recognition — ✔ PASS

• Recognized swiftly worldwide after independence.
• Maintains independent foreign policy.

1(d) Distinct Territorial & Political Identity — ✔ PASS

• The State Union of Serbia & Montenegro ceased to exist.
• Montenegro is the legal and political successor solely to itself.

Conclusion:
Montenegro satisfies all political-entity criteria under the 2006 rules.


2. GEOGRAPHIC ENTITY CRITERIA (2006)

Not applicable.

Montenegro is a purely political entity; geographic rules apply only to islands, dependencies, or special areas.


3. SPECIAL-AREA CRITERIA (2006)

Not applicable:
• Not Antarctic
• Not a treaty-based zone
• Not an international headquarters district


4. 2006 DELETION & SUCCESSION CRITERIA — NOT TRIGGERED

Deletion requires:

  1. Loss of sovereignty

  2. Merger into another state

  3. Determination that original addition was in error

None apply:

• Montenegro has continuously maintained sovereignty since 2006.
• Serbia and Montenegro separated peacefully — neither absorbed the other.
• ARRL correctly applied 1(a) and 1(c).

Therefore no deletion criteria apply.


V. FINAL DETERMINATION
4O — MONTENEGRO qualifies as an ARRL DXCC Entity under the 2006 DXCC Rules.

Qualification Basis (2006):

✔ Full UN membership (Rule 1(a))
✔ Internationally recognized sovereign state
✔ Distinct national government and administrative structure
✔ Continuation of the longstanding DXCC principle that new sovereign nations = new DXCC Entities

Conclusion:
Under the 2006 ARRL DXCC Rules, Montenegro is unquestionably a valid Political DXCC Entity.
