YV — VENEZUELA
Evaluation Under 1947 ARRL DXCC Rules


I. PURPOSE

This memorandum evaluates whether YV — Venezuela qualifies as a distinct ARRL DXCC Entity under the 1947 ARRL DXCC Rules, the rule framework applied when ARRL re-established the DXCC List following World War II.

The analysis includes:

  • Venezuela’s political and administrative status in 1947

  • International recognition

  • Sovereignty and territorial integrity

  • Telecommunications and prefix identity

  • Applicability of Political, Geographic, and Special-Area criteria

  • Final DXCC determination


II. BACKGROUND
A. Political & Administrative Status (1947)

Venezuela became an independent nation following the dissolution of Gran Colombia:

  • 1811–1821: War of Independence against Spain

  • 1821–1830: Incorporated into Gran Colombia

  • 1830: Re-established as the Republic of Venezuela, an independent sovereign state

From 1830 to 1947, Venezuela remained:

  • A fully sovereign, internationally recognized republic

  • Governed by its own national executive and legislative institutions

  • Not a colony, protectorate, mandate, trust territory, or dependency of any foreign power

  • In full control of internal and external policy functions

Thus, by 1947:

✔ Venezuela was unquestionably a sovereign Political Entity.
B. International Recognition (1947)

By 1947, Venezuela:

  • Was fully recognized as an independent state by the world community

  • Was a founding member of the United Nations (joined in 1945)

  • Maintained diplomatic relations with the United States, Europe, and Latin America

  • Possessed internationally accepted borders with Colombia, Brazil, and the Caribbean Sea

This satisfies the 1947 requirement that a Political Entity be:

“A sovereign nation recognized by the international community.”
C. Telecommunications & Prefix Identity
  • Venezuela held and administered the YV / YW prefix block

  • National telecommunications regulation was fully controlled by the Venezuelan government

  • No shared prefix dependency or foreign regulation existed

While not required for DXCC Political status, this prefix independence reinforces it.

D. Geographic Characteristics
  • Venezuela is a contiguous South American republic

  • Includes mainland territory and offshore island groups (e.g., Los Roques, La Orchila, Margarita)

  • All such territories form part of the sovereign Venezuelan state

Geographic separation is not necessary for DXCC qualification because Venezuela qualifies politically.

E. DXCC Context (1947 Rules)

The 1947 DXCC rules recognized:

  1. Political Entities

    • Sovereign nations

    • Colonies and protectorates

    • Mandates and trust territories

    • Overseas dependencies

  2. Geographic Entities

    • Remote, non-contiguous territories

    • Isolated islands administered independently

Venezuela fits precisely into Category 1 — Political Entity.


III. ANALYSIS UNDER 1947 DXCC RULES
1. POLITICAL ENTITY CRITERIA — PASS

The 1947 standards require sovereignty, recognition, distinct administration, and independence from another DXCC Entity.

  • Its sovereignty was uninterrupted before, during, and after WWII

  • No territorial or political changes occurred that would prompt deletion

  • ARRL’s 1947 reconstitution retained all sovereign states

IV. FINAL DETERMINATION
YV — VENEZUELA fully qualifies as an ARRL DXCC Entity under the 1947 Rules.
