Evaluation Under 1947 ARRL DXCC Rules
I. PURPOSE
This memorandum evaluates whether HA — Hungary qualifies as a separate ARRL DXCC Entity under the 1947 ARRL DXCC Rules, the first modern postwar codification of DXCC political and geographic criteria.
The evaluation includes:

II. BACKGROUND
A. Political & Administrative Status (1947)
In 1947, Hungary was:
• A fully sovereign, internationally recognized nation-state
• Governed by the postwar Hungarian government under the 1946–1949 republican transitional framework
• Possessing:
– Its own constitution
– Separate ministries
– National judiciary and civil administration
– Distinct national territory
• Not part of another state
• Not a colony, protectorate, or mandated territory
Under the 1947 DXCC rules, sovereign states always qualified as DXCC Entities.
B. International Standing (1947)
• Hungary was recognized as an independent country by the United Nations and by all major world powers
• Conducted its own diplomatic relations
• Maintained citizenship and independent nationality laws
• Entered treaties and acted as a sovereign political entity
This satisfies the ARRL’s requirement for international recognition of sovereignty.
C. Telecommunications & Prefix Status
• Hungary was assigned the HA and HG prefix blocks under the international call sign allocation system
• Amateur radio licensing was controlled by the government of Hungary
• Licensing authority was independent of any foreign control
• DXCC prefix assignment aligned with national sovereignty
Distinct national prefixes were a core DXCC political-entity criterion in 1947.
D. Geographic Characteristics
Hungary is:
• A landlocked state in Central Europe
• Within clearly defined and internationally recognized borders
• Contiguous national territory
• Not an island or territorial dependency of another state
• Not geographically linked to any parent or external sovereign power
The 1947 DXCC geographic rules primarily applied to island possessions, not continental states. Hungary’s sovereignty alone fully satisfies political criteria.
E. DXCC List Context in 1947
The 1947 ARRL DXCC List included:
1. Political Entities
• Independent sovereign countries (primary basis)
• Colonies
• Protectorates
• Mandated territories
• Overseas dependencies
2. Geographic Entities
• Remote islands or non-contiguous political possessions
Hungary qualifies under Category 1 (Political Entity).

2(b) No Parent-State Dependency — ✔ PASS
Hungary is not subordinate to another state.
2(c) Political Geography — ✔ PASS
Sovereign continental territory automatically qualifies.
Conclusion:
Political-entity qualification already resolves eligibility.
3. SPECIAL-AREA CRITERIA (1947) — NOT APPLICABLE
Hungary was not:
• A UN trust territory
• A mandate
• An international zone
• An Antarctic claim
Thus §3 is irrelevant.
4. 1947 ADDITION / DELETION RULES
Addition Requirements (1947)
An area was added if it was:
✔ A sovereign nation
✔ Internationally recognized
✔ Administered independently
✔ Assigned its own prefix block
Hungary meets all four.
Deletion Requirements (1947)
Deletion would require:
• Loss of independence
• Incorporation into another state
Neither applied in 1947.
V. FINAL DETERMINATION
✅ HA — HUNGARY qualifies as a separate ARRL DXCC Entity under the 1947 DXCC Rules.
Qualification Basis (1947):
