CT — PORTUGAL
Evaluation Under 1947 ARRL DXCC Rules


I. PURPOSE

This memorandum evaluates whether CT — Portugal qualified as a separate DXCC Entity under the 1947 ARRL DXCC Rules, the governing ruleset used during the immediate post–World War II reconstruction of the DXCC List.

The evaluation covers:

• Portugal’s sovereign national status in 1947
• International recognition and diplomatic standing
• Prefix administration and national telecommunications authority
• Territorial integrity
• Compliance with the 1947 DXCC Political-Entity criteria

Portugal appears on the DXCC List under the national prefix CT.


II. BACKGROUND
Political & Administrative Status (as of 1947)

In 1947, Portugal was:

• A sovereign, independent European nation-state
• Governed under the Constitution of 1933
• Led by a national executive (the President), with:
– Council of Ministers
– National Assembly (legislature)
– Supreme Court and national judicial system
• Exercising total control over internal and external policy
• Not a colony, protectorate, trust territory, or mandated territory

The Portuguese state administered:

• Full national telecommunications regulation
• National borders and internal security
• Independent diplomatic representation globally

International Standing (1947)

• Diplomatic relations throughout Europe, the Americas, and Asia
• A recognized and long-established state in international law
• Member of numerous intergovernmental organizations
• Received an invitation to join the United Nations in 1955 (its UN application was politically delayed, not related to its sovereignty)

Regardless, sovereignty was unquestioned.

Geographic Characteristics

• Continental European state with stable borders
• No geographic detachment issues requiring DXCC island-group analysis
• Geographic criteria irrelevant because Portugal qualifies politically

DXCC Prefix Identity

CT is the internationally recognized prefix for Portugal
• Administered by the Portuguese national telecommunication authority
• Not shared with any other nation or dependency
• Satisfies DXCC requirements for prefix distinctiveness

DXCC Context (1947)

The 1947 DXCC Rules defined Political Entities as:

  1. Sovereign independent nations

  2. Colonies, protectorates, mandates, or trust territories

  3. Distinct political administrative units

Portugal qualifies directly under Category 1: Sovereign State.

2. GEOGRAPHIC ENTITY CRITERIA (1947)
