3W — VIET NAM (SOUTH VIET NAM)
Evaluation Under 1955 ARRL DXCC Rules
I. PURPOSE
This memorandum evaluates whether 3W — Viet Nam (specifically South Viet Nam, the DXCC-recognized entity associated with the 3W prefix) qualified as an ARRL DXCC Entity under the 1955 ARRL DXCC Rules.
The evaluation includes:
• 1955 political-entity criteria (sovereign states, recognized governments, protectorates)
• International recognition of the Republic of Viet Nam

II. BACKGROUND

• Following the 1954 Geneva Accords, Viet Nam was divided:
– North Viet Nam (Democratic Republic of Viet Nam)
– South Viet Nam (State of Viet Nam → renamed the Republic of Viet Nam in October 1955)
South Viet Nam exercised:

• An internationally recognized government in Saigon

• Its own army, foreign policy, and diplomatic missions
• Recognized borders and independent citizenship
International Recognition
• Recognized by the United States, France, the United Kingdom, and most Western-aligned nations.
• Held seats or representation in international organizations separately from North Viet Nam.
• Maintained its own diplomatic corps.
Geographic Characteristics
• Territory included:
– Cochinchina
– Southern regions of Annam
• No geographic qualification was required under the 1955 Rules; political recognition alone was sufficient.
DXCC Prefix
• 3W assigned for South Viet Nam.
• North Viet Nam used 3N / 3A2 / XV in later eras; South Viet Nam DXCC recognition was 3W.
DXCC History
• South Viet Nam appeared on DXCC lists beginning in the early 1950s.
• Recognized due to its internationally acknowledged government, consistent with ARRL’s treatment of divided political entities.

• South Viet Nam governed all territory south of the 17th parallel under its own laws.

• Official recognition from multiple world powers.
• Members of international bodies in its own right (though not a UN member in 1955, recognition by the U.S. and many UN members satisfies DXCC criteria of the period).

ARRL treated the following as separate entities in similar circumstances:
• East & West Germany
• North & South Korea
• Nationalist China (Taiwan) vs. Mainland China
• North & South Viet Nam
Conclusion:
Under 1955 political rules, South Viet Nam is a fully qualifying DXCC Political Entity.
2. GEOGRAPHIC ENTITY CRITERIA (1955)
Not applicable.
No distance, island, or geographic qualification existed.
DXCC recognition depended only on political distinctiveness.
3. SPECIAL-AREA CRITERIA (1955)
None existed (no Antarctic categories, no international headquarters rules).
4. 1955 DELETION CRITERIA — NOT TRIGGERED
The 1955 deletion rule applied only if:

The territory was merged into another state.
In 1955:
• South Viet Nam fully existed
• No merger or political collapse had taken place
• Recognition was undisputed among Western-aligned nations

✅ 3W — Viet Nam (South Viet Nam) qualifies as an ARRL DXCC Entity under the 1955 DXCC Rules.
