XU — CAMBODIA
Evaluation Under 1960 ARRL DXCC Rules


I. PURPOSE

This memorandum evaluates whether XU — Cambodia qualifies as a distinct ARRL DXCC Entity under the 1960 ARRL DXCC Rules, during a period when ARRL formalized the political-entity standards for newly independent states in Asia and Africa.

The analysis addresses:

  • Cambodia’s political and sovereign status by 1960

  • International recognition

  • Administrative independence from France

  • Prefix and telecommunications authority

  • Application of 1960 Political Entity criteria

  • Final DXCC determination


II. BACKGROUND
A. Political & Administrative Status (1960)

Cambodia (the Kingdom of Cambodia) achieved full sovereignty in the post–World War II period:

  • 9 November 1953 — France granted Cambodia complete independence, ending the French protectorate.

  • Cambodia became a fully sovereign monarchy under King Norodom Sihanouk.

  • By 1960, Cambodia exercised total domestic and external governmental authority.

  • No residual French administrative, military, or colonial control remained.

Therefore:

In 1960, Cambodia was indisputably a sovereign, independent nation.
B. International Recognition (1960)

By 1960:

  • Cambodia was a fully recognized member of the United Nations (1955)

  • Maintained bilateral diplomatic relations worldwide

  • Operated independent foreign policy, trade, and defense structures

  • Held internationally accepted borders with Thailand, Laos, and Vietnam

Cambodia thus satisfies the fundamental 1960 DXCC requirement that a Political Entity be:

“A sovereign state recognized by the international community.”
C. Telecommunications & Prefix Identity
  • Cambodia held the ITU-allocated prefix XU

  • Licensing and spectrum control were exercised by the Cambodian government

  • No French or shared colonial prefix structure existed after 1953

This supports, though is not required for, DXCC Political Entity qualification.

D. Geographic Characteristics
  • Cambodia is a contiguous Southeast Asian state

  • Land borders and territorial integrity were internationally defined

  • No remote, separated dependencies or offshore island rules are relevant

Geography is secondary because political criteria alone are sufficient for qualification.

E. DXCC Context (1960 Rules)

The 1960 DXCC Rules recognized:

  1. Political Entities

    • Sovereign states

    • Newly independent post-colonial nations

    • Former protectorates

    • UN-recognized states

  2. Geographic Entities
    (applies only when Political criteria aren’t met)

Cambodia falls squarely into Category 1.
