YN — NICARAGUA
Evaluation Under 1947 ARRL DXCC Rules


I. PURPOSE

This memorandum evaluates whether YN — Nicaragua qualifies as a distinct ARRL DXCC Entity under the 1947 ARRL DXCC Rules, the framework used when ARRL restored the DXCC List after World War II.

The analysis includes:

  • Nicaragua’s political status in 1947

  • International recognition and sovereignty

  • Administrative independence and territorial integrity

  • Prefix and telecommunications authority

  • Application of 1947 DXCC Political Entity criteria

  • Final determination


II. BACKGROUND
A. Political & Administrative Status (1947)

Nicaragua achieved independence from Spain in 1821 and subsequently emerged as an independent republic after dissolving its brief participation in the Central American Federation (1820s–1840).

By 1947, Nicaragua was:

  • A long-established sovereign republic,

  • Governed by its own national executive and legislature,

  • Exercising complete internal and external administrative authority,

  • Free of any colonial, protectorate, mandate, or trusteeship status.

No foreign state exercised political or territorial control over Nicaragua in 1947.

Thus, at the time the postwar DXCC List was constructed:

✔ Nicaragua was a clearly defined Political Entity.
B. International Recognition (1947)

By 1947, Nicaragua:

  • Was fully recognized as a sovereign state by the international community

  • Was an original member of the United Nations (UN Charter signed in 1945)

  • Maintained diplomatic relations with all major world powers

  • Possessed stable, internationally recognized borders with Honduras and Costa Rica

Under 1947 DXCC criteria, sovereign states recognized by the international community qualify as full Political Entities.

C. Telecommunications & Prefix Identity
  • Nicaragua used the YN prefix block

  • All amateur and commercial radio regulation was controlled by the Nicaraguan national government

  • Prefix allocation was independent and not tied to any foreign administration

Prefix independence reinforces—but is not required for—DXCC political qualification.

D. Geographic Characteristics
  • Nicaragua is a contiguous Central American republic

  • Bordered by Honduras and Costa Rica, with coasts on both the Pacific and Caribbean

  • No special geographical or detached-island issues affect its DXCC qualification

  • Geography is secondary because Nicaragua qualifies politically

E. DXCC Context (1947 Rules)

The ARRL DXCC criteria in 1947 recognized:

  1. Political Entities

    • Sovereign states

    • Colonies

    • Mandates, trusts, protectorates

    • Non-self-governing territories under distinct administration

  2. Geographic Entities

Nicaragua fits perfectly into Category 1 — Political Entity, eliminating the need for geographic evaluation.

Thus, no special-area rules apply.


4. 1947 ADDITION / DELETION RULES
  • Nicaragua appeared on pre–WWII DXCC lists

  • Its sovereignty was continuous and unchanged through the WWII and postwar period

  • No boundary or administrative change occurred that would prompt deletion

  • The ARRL preserved all independent sovereign states on the reconstituted 1947 list

Thus:

✔ Nicaragua remains a valid Political Entity

IV. FINAL DETERMINATION
YN — NICARAGUA fully qualifies as an ARRL DXCC Entity under the 1947 Rules.
