FT/T — TROMELIN ISLAND
Evaluation Under 1956 ARRL DXCC Rules
I. PURPOSE
This memorandum evaluates whether FT/T — Tromelin Island qualifies as a distinct ARRL DXCC Entity under the 1956 ARRL DXCC Rules, the criteria in effect during the mid-1950s DXCC List stabilization and expansion into overseas possessions.
The evaluation includes:
• Tromelin’s political/administrative status in 1956
• International territorial recognition
• Geographic isolation and non-contiguity
• FT/T prefix identity
• 1956 Political-Entity and Geographic-Entity DXCC criteria
• Final determination of qualification
II. BACKGROUND
A. Political & Administrative Status (1956)
In 1956, Tromelin Island was:
• A French overseas possession (dépendance)
• Under the administrative authority of the French Overseas Ministry
• Not part of Madagascar
• Not part of Réunion
• Not grouped with any other French territory
• Supervised for operational purposes by temporary meteorological and navigational detachments
• Legally separate from other French Indian Ocean island units
This distinct administrative status is the single most important DXCC factor in 1956.
B. International Standing (1956)
• Full French sovereignty over Tromelin was recognized internationally
• No competing or disputed territorial claims existed
• Not a UN Mandate or Trust Territory
• Not a protectorate of any other state
C. Telecommunications & Prefix Identity
• Amateur radio operations were assigned unique FT/* prefixes according to island group
• Tromelin’s dedicated DXCC prefix: FT/T
• Licensing authority: French Overseas Ministry, via Indian Ocean territorial offices
• Unique prefix identity was a core DXCC requirement for non-sovereign entities in the 1950s
D. Geographic Characteristics
Tromelin Island:
• Is a small, permanently above-water coral island
• Located in the western Indian Ocean
• ~450 km east of Madagascar
• ~560 km north of Réunion
• ~2,300 km southwest of the Seychelles
• Extremely isolated, with no reef or land connections to any region
E. DXCC Context (1956)
The 1956 ARRL DXCC Rules recognized:
1. Political Entities
• Sovereign nations
• Colonies
• Overseas territories
• Protectorates
• Mandates or trust territories
• Distinct dependencies administered separately
2. Geographic Entities
• Outlying possessions
• Remote, non-contiguous island territories
• Island dependencies with distinct administration and prefix identity
Tromelin fulfills both sets of criteria.
III. ANALYSIS UNDER THE 1956 ARRL DXCC RULES
1. POLITICAL ENTITY CRITERIA (1956) — PASS
1(a) Sovereign State — ❌ FAIL
Tromelin is not sovereign.
1(b) Separate Administration — ✔ PASS
• Administered directly as a French territorial possession
• Not subordinate to Madagascar or Réunion
• Administered as an independent “dépendance” within the Indian Ocean possessions
1(c) Distinct International Territorial Identity — ✔ PASS
• Listed in French territorial documentation as “Île Tromelin (France)”
• Recognized as a stand-alone possession
1(d) Distinct Prefix and Licensing Structure — ✔ PASS
• FT/T uniquely identifies Tromelin
• Distinct administrative telecommunication authority
Conclusion:
Tromelin Island qualifies strongly as a Political DXCC Entity under 1956 rules.
2. GEOGRAPHIC ENTITY CRITERIA (1956) — PASS
2(a) Non-Contiguous Territory — ✔ PASS
Separated from all other French regions by large expanses of ocean.
2(b) Island Above High Tide — ✔ PASS
Permanent island suitable for DXCC recognition.
2(c) Geographic Isolation — ✔ PASS
• One of the most remote French Indian Ocean possessions
• No land, reef, or shelf connection to Madagascar or Réunion
2(d) Distinct Territorial Unit — ✔ PASS
• Not grouped with other French dependencies for administrative purposes in 1956
• Treated independently within DXCC practice
Conclusion:
Tromelin satisfies all requirements for a Geographic DXCC Entity as well.
3. SPECIAL-AREA CRITERIA (1956) — NOT APPLICABLE
Tromelin was not:
• A UN Mandate
• A Trust Territory
• An Antarctic claim
• An internationalized territory
Thus §III of the 1956 rules does not apply.
4. 1956 ADDITION/DELETION CRITERIA
Addition Requirements (1956):
• Establishment of a new possession
• Recognition of a separate dependency with unique prefix identity
• Confirmation of separate territorial administration
All requirements were met.
Deletion Requirements (1956):
Deletion required:
• Loss of territorial identity OR
• Absorption into another territory
Neither occurred.
V. FINAL DETERMINATION
✅ FT/T — TROMELIN ISLAND qualifies as a separate ARRL DXCC Entity under the 1956 DXCC Rules.
Qualification Basis (1956):
✔ Distinct French overseas possession
✔ Separate territorial administration
✔ Unique FT/T prefix block
✔ Extreme geographic isolation
✔ Consistent with ARRL’s treatment of all French Indian Ocean dependencies (FT/W, FT/X, FT/Z, FT/G, FT/J)
✔ Meets both Political and Geographic DXCC criteria
Conclusion:
Under the 1956 ARRL DXCC Rules, Tromelin Island is unquestionably a valid DXCC Entity.
