Evaluation Under 2000 ARRL DXCC Rules
I. PURPOSE
This memorandum evaluates whether FK/C — Chesterfield Islands qualify as a separate ARRL DXCC Entity under the 2000 ARRL DXCC Rules, which reflect the modernized (post-1998) framework emphasizing administrative separation, continental-shelf separation, and specific geographic thresholds.
The evaluation covers:
• Administrative and political status of Chesterfield Islands
• DXCC Political Entity criteria (Rule 1)
• DXCC Geographic Entity criteria (Rule 2, revised 1998–2000)
• Continental shelf and distance requirements
• Whether Chesterfield Islands satisfy any path to DXCC Entity qualification
II. BACKGROUND
A. Political & Administrative Status (as of 2000)
In 2000, Chesterfield Islands:
• Were administered as part of New Caledonia, a French overseas territory (Territoire d’Outre-Mer)
• Had no permanent population
• Had no local administration or territorial government
• Were managed entirely under the authority of:
– The French High Commissioner in New Caledonia
– French governmental ministries
• Had no autonomous political identity
• Were not listed separately by the UN, ITU, or any international body
Thus Chesterfield Islands lacked all political qualifications for DXCC recognition.
B. Geographic Characteristics
• Located ~550–600 km west-northwest of Grande Terre, New Caledonia
• A scattered group of low, sandy, uninhabited islets and reefs
• Part of the New Caledonia marine region
• Situated on the same broad continental shelf system extending from New Caledonia
• Completely uninhabited, with no permanent amateur radio activity
C. Telecommunication & Prefix Identity
• Use FK/C prefix as a geographic designator, not a separate DXCC Entity prefix
• Amateur radio licensing controlled entirely by French authorities in Nouméa, New Caledonia
• No separate prefix block authorized by ITU
III. ANALYSIS UNDER THE 2000 DXCC RULES
The 2000 DXCC Rules allow additions by:

Rule 2 — Geographic Separation Entities, which apply only if Rule 1 fails
Chesterfield Islands fail Rule 1; we then test Rule 2.
1. POLITICAL ENTITY CRITERIA (2000) — FAIL
1(a) Sovereign Nation — ❌ FAIL
• Chesterfield Islands were not sovereign.
1(b) Separate Administration — ❌ FAIL
• No local government; governed entirely as part of New Caledonia.
1(c) International Recognition — ❌ FAIL
• No separate UN / ITU / ISO identity.
1(d) Separate Callsign Block — ❌ FAIL
• No independent prefix; uses FK/C as a sub-regional indicator.
Conclusion:
Chesterfield Islands do not qualify as a DXCC Political Entity.
2. GEOGRAPHIC ENTITY CRITERIA (2000) — FAIL
To qualify under Rule 2(b) as an island entity, ALL of the following must be met:
2(b)(i) ≥ 350 km from the nearest point of the parent entity
✔ PASS
• Chesterfield Islands are ~550–600 km from Grande Terre.
• This satisfies the 350 km threshold.
2(b)(ii) On a different continental shelf
❌ FAIL
• Chesterfield Islands lie on the same broad, shallow New Caledonia shelf complex.
• The seabed between them is <200–250 m in several areas.
• ARRL considers continuous shelf connection as failing geographic separation.
2(b)(iii) Must have separate administration distinct from the parent
❌ FAIL
• No territorial government; administered directly as part of New Caledonia.
2(b)(iv) Must be permanently above water and capable of amateur operation
✔ PASS (technically)
• Islands are above water at high tide
• Occasional DXpeditions have operated there
Conclusion:
Only 2 of 4 geographic criteria pass; Rule 2 fails.
3. SPECIAL ENTITY CATEGORIES (2000) — NOT APPLICABLE
Chesterfield Islands are not:
• UN trust territories
• Treaty zones
• Disputed enclaves
• Antarctic entities
Thus no special-case DXCC path applies.
4. 2000 DELETION OR ADDITION CONDITIONS — NOT MET
To be added, an area must:
• Newly meet either Rule 1 or Rule 2
• Have a meaningful administrative or political change, OR
• Meet geographic thresholds strictly
None apply.
V. FINAL DETERMINATION
❌ FK/C — CHESTERFIELD ISLANDS do NOT qualify as a DXCC Entity under the 2000 ARRL DXCC Rules.
Reasons:
✘ Not sovereign
✘ Not separately administered
✘ Not internationally recognized as distinct
✘ No separate ITU prefix block
✘ Shares continental shelf with New Caledonia
✘ Fails geographic-entity administrative requirements
✔ Distance >350 km (but not sufficient under 2000 rules)
Conclusion:
Under the 2000 DXCC Rules, Chesterfield Islands remain an integral part of FK — New Caledonia and do not meet any of the conditions required for DXCC Entity status.
