SM — SWEDEN
Evaluation Under 1947 ARRL DXCC Rules


I. PURPOSE

This memorandum evaluates whether SM — Sweden qualifies as a separate ARRL DXCC Entity under the 1947 ARRL DXCC Rules, the ruleset governing DXCC classification during the post–World War II reconstruction of international political boundaries.

The analysis includes:

• Sovereign-state political criteria
• International diplomatic recognition
• Territorial integrity and governance
• Prefix and telecommunications authority
• Alignment with 1947 DXCC Political Entity standards
• Final determination


II. BACKGROUND
A. Political & International Status (1947)

In 1947, Sweden was:

• A fully sovereign independent state
• A constitutional monarchy with a stable, centuries-old government
• A neutral nation throughout both World Wars
• Widely recognized internationally
• A founding member of numerous pre-UN international organizations
• A member of the United Nations from 1946 onward

The Kingdom of Sweden’s sovereign status is one of the most historically stable in Europe.

Therefore, Sweden meets the highest-level political qualification under the 1947 rules.


B. Territorial Status

Sweden in 1947 had:

• Clearly defined and uncontested national borders
• No foreign claims on its territory
• No colonial dependencies claimed as integral territory
• No internal administrative divisions treated as separate political units

Thus Sweden meets the DXCC requirement of:

✔ A defined, internationally recognized national territory
✔ Unified governance over all areas within its borders


C. Telecommunications & Prefix Identity

By 1947:

• Sweden had a fully functioning national telecommunications authority
• Callsigns beginning with SM were internationally recognized as the Swedish prefix
• Amateur radio licensing was conducted under Swedish law
• The prefix was distinct, not shared with any other polity

Thus, Sweden satisfies:

✔ Independent authority issuing amateur radio licenses
✔ Unique, internationally recognized prefix block

These were essential markers in the 1947 DXCC Political Entity criteria.


D. DXCC Context (1947 Rules)

In 1947, DXCC Rule 1 treated the following as Political Entities:

  1. Sovereign independent nations

  2. Colonies, protectorates, mandates, and overseas territories

  3. Internationally administered regions

  4. Areas with specially recognized political identity

Category (1) was the strongest and most straightforward.

Sweden fits directly and unequivocally into Category 1: Sovereign State, identical to:

• LA – Norway
• OH – Finland
• OZ – Denmark
• G – United Kingdom
• F – France
• I – Italy

Its case is one of the clearest and simplest in the entire 1947 DXCC List.


III. ANALYSIS UNDER 1947 DXCC RULES

2. GEOGRAPHIC ENTITY CRITERIA — NOT REQUIRED

Political qualification alone is sufficient and complete.

3. SPECIAL ENTITY CRITERIA — NOT APPLICABLE

Sweden is not:

• A trust territory
• A colonial dependency
• An international zone
• A territory under foreign administration


4. 1947 ADDITION / DELETION RULES

In 1947:

• Sweden was already on the prewar DXCC List
• Its sovereignty was unchanged by WWII
• No boundary changes or sovereignty disputes occurred
• It was explicitly retained during ARRL’s postwar restoration of the List

Therefore:

✔ No deletion criteria are triggered
✔ Sweden remains a valid DXCC Entity


IV. FINAL DETERMINATION
✅ SM — SWEDEN fully qualifies as an ARRL DXCC Entity under the 1947 Rules.

Qualification Basis:

✔ Fully sovereign independent nation
✔ UN member with universal diplomatic recognition
✔ Independent licensing and telecommunications authority
✔ Stable, uncontested political territory
✔ Fully meets all 1947 Political Entity requirements

Conclusion:
Sweden represents one of the most clear-cut and unambiguous Political Entities in the 1947 DXCC framework.
