LZ — BULGARIA
Evaluation Under 1947 ARRL DXCC Rules


I. PURPOSE

This memorandum evaluates whether LZ — Bulgaria qualifies as a separate ARRL DXCC Entity under the 1947 ARRL DXCC Rules, which defined the post–World War II DXCC List.

The evaluation considers:

• Bulgaria’s political and sovereign status in 1947
• International recognition and UN membership
• Prefix identity (LZ)
• Geographic and administrative distinctiveness
• Compliance with the 1947 Political Entity criteria
• Applicability of Geographic Entity rules
• Final DXCC determination

Bulgaria appeared on the original 1947 DXCC List as a recognized sovereign DXCC Entity.


II. BACKGROUND
A. Political & Administrative Status (1947)

In 1947, Bulgaria:

• Was a sovereign, independent state
• Operated as the People’s Republic of Bulgaria under a communist government (post-WWII transition period)
• Retained a unified national administration
• Exercised full control over its borders, citizenship, and foreign affairs
• Was not under direct foreign sovereignty or colonial control
• Maintained complete internal civil authority despite Soviet influence

From a DXCC standpoint, Soviet political influence did not erase national sovereignty.

Thus, Bulgaria clearly met the DXCC definition of a Political Entity.


B. International Standing

By 1947:

• Bulgaria was internationally recognized as a sovereign state
• It joined the United Nations on December 14, 1955, but UN membership was not a DXCC requirement in 1947
• Bulgaria was a participant in peace settlements following WWII
• Diplomatic relations existed with major world powers

Therefore, international recognition was unequivocal.


C. Telecommunications & Prefix Identity

In the 1940s:

• Bulgaria was assigned LZ as its national callsign block under international radio regulations
• LZ was distinct from all neighboring political entities:
– YO (Romania)
– YU (Yugoslavia)
– SV (Greece)
– TA (Turkey)
– UR/UA (USSR)

ARRL callbooks and ITU-equivalent lists of the era recognized LZ as belonging exclusively to Bulgaria.

Thus:

✔ LZ was a well-established, internationally recognized prefix
✔ Operationally distinct under all amateur regulations in 1947


D. Geographic Characteristics

• Bulgaria occupies a defined portion of the Balkan Peninsula
• It has clear borders with Romania, Yugoslavia, Greece, and Turkey
• It is a unified landmass with no disputed sovereignty in 1947
• No offshore islands or extraterritorial regions required separate DXCC treatment

Under 1947 DXCC geographic criteria, Bulgaria is:

✔ A single, contiguous, sovereign country
✔ Not dependent on island rules or geographic exceptions


E. DXCC Context (1947)

The 1947 ARRL DXCC List defined:

  1. Political Entities
    • Sovereign nations
    • Mandates, colonies, protectorates
    • U.S. territories and possessions

  2. Geographic Entities
    • Non-sovereign but geographically isolated islands
    • Detached possessions under different administration

Bulgaria belongs entirely to Category 1: a sovereign state.

Comparable 1947 entries:

• YO — Romania
• YU — Yugoslavia
• SV — Greece
• OE — Austria
• I — Italy
• DL — Germany
• HA — Hungary

Bulgaria fits neatly into this group and was included without exception.


III. ANALYSIS UNDER THE 1947 DXCC RULES
1. POLITICAL ENTITY CRITERIA — PASS (FULL)

1(a) Sovereign Nation — ✔ PASS
Bulgaria exercised full sovereignty in 1947.

1(b) International Recognition — ✔ PASS
Widely recognized by all post-war governments.

1(c) Unified National Government — ✔ PASS
Maintained centralized civil administration.

1(d) Not part of another political unit — ✔ PASS
Not a dependency or part of USSR or Yugoslavia.

Conclusion:
Bulgaria satisfies all 1947 Political Entity criteria.
This alone is sufficient for DXCC qualification.


2. GEOGRAPHIC ENTITY CRITERIA — NOT REQUIRED (BUT PASSES BY DEFAULT)

As a sovereign state, Bulgaria automatically qualifies; however:

2(a) Clearly defined borders — ✔ PASS
2(b) No subdivided territorial administration — ✔ PASS
2(c) Unified geographic extent — ✔ PASS


3. SPECIAL-AREA CRITERIA — NOT APPLICABLE (1947)

There were no special-area rules (continental shelf, enclaves, Antarctic) in 1947.


4. 1947 ADDITION / DELETION RULES

Addition — PASS
Automatically included as a sovereign nation.

Deletion — NOT TRIGGERED
• No change in sovereignty occurred in 1947
• No administrative ambiguity


IV. FINAL DETERMINATION
✅ LZ — BULGARIA fully qualifies as a DXCC Entity under the 1947 ARRL DXCC Rules.

Qualification Basis:
✔ Independent, sovereign state
✔ Fully recognized internationally
✔ Clearly defined territorial boundaries
✔ Consistent with all 1947 European sovereign entries
✔ Included in the original DXCC List

Conclusion:
