Evaluation Under 1947 ARRL DXCC Rules


I. PURPOSE

This memorandum evaluates whether YK — Syria qualifies as a distinct ARRL DXCC Entity under the 1947 ARRL DXCC Rules, the standard used when ARRL reconstituted the DXCC List immediately after World War II.

The analysis covers:

II. BACKGROUND
A. Political & Administrative Status (1947)

Syria transitioned from French mandate rule to full independence in a multi-stage process:

  • 1936–1939: Franco–Syrian Treaty recognizing Syrian independence (implementation delayed)

  • 1941: Free French authorities proclaimed Syrian independence

  • 1944: France recognized the Syrian Republic as an independent state

  • 17 April 1946: The last French troops left Syria, ending all mandate administration

Thus, by 1947, Syria was:

  • A fully sovereign republic

  • Governed by its own President and Parliament

  • Not under French or foreign administrative authority

  • Operating as an independent national government

✔ Syria was a sovereign state at the exact moment when the 1947 DXCC List was created.
B. International Recognition (1947)

By 1947 Syria was:

  • A founding member of the United Nations (joined in 1945)

  • Maintaining diplomatic relations with major global powers

  • Fully recognized under international law as a sovereign state with fixed borders

This satisfies the 1947 Political Entity rule that a DXCC unit must be:

“A sovereign nation or recognized political unit.”
C. Telecommunications & Prefix Identity
  • Syria held the YK prefix block

  • Amateur radio licensing and spectrum regulation were centrally administered by the government of the Syrian Republic

  • No residual French control existed over telecommunication regulation

While prefix identity is not essential to DXCC qualification, it supports the recognition of Syria as a self-administered political entity.

D. Geographic Characteristics
  • Syria is a contiguous Middle Eastern territory

  • Shares borders with Turkey, Iraq, Jordan, Lebanon, and Palestine

  • No geographic-detached territory or special island-group criteria apply

  • Geographic characteristics do not affect qualification because Syria meets Political Entity criteria directly

E. DXCC Context (1947 Rules)

The 1947 rules recognized two principal classes of DXCC Entities:

  1. Political Entities — sovereign states, colonies, protectorates, mandates, dependencies

  2. Geographic Entities — remote island groups, detached territories

Syria fits cleanly into Category 1 — Political Entity.

YK — SYRIA fully qualifies as an ARRL DXCC Entity under the 1947 Rules.
