5T — MAURITANIA
Evaluation Under 1960 ARRL DXCC Rules


I. PURPOSE

This memorandum evaluates whether 5T — Mauritania qualifies as a separate ARRL DXCC Entity under the 1960 ARRL DXCC Rules, in force during Mauritania’s transition from a French-administered territory to a fully sovereign nation.

The evaluation includes:

• Sovereign-state status under Rule 1(a)
• International recognition and UN membership
• Succession from French West African administration
• DXCC treatment of newly independent African states
• Applicability of 1960 deletion/continuity provisions

Mauritania appears on the DXCC List as a sovereign political entity, recognized upon independence in 1960.


II. BACKGROUND
Pre-1960 Status

• Mauritania was part of the French colonial empire beginning in 1904 as a French protectorate, then as a colony within French West Africa (AOF).
• In 1946, it became an Overseas Territory (Territoire d’Outre-Mer) of France.
• It obtained broad internal autonomy in 1958 as part of the French Community.

Independence (1960)

• On 28 November 1960, Mauritania became a fully sovereign independent nation.
• The French Community connection was dissolved.

International Recognition

• Immediately recognized by France and numerous nations.
• Admitted to the United Nations on 27 October 1961 (confirmation of sovereign-state status).
