ARRL DXCC ENTITY RE-EVALUATION MEMORANDUM – 5T
ARRL DXCC ENTITY RE-EVALUATION MEMORANDUM – 5T
5T — MAURITANIA
Evaluation Under 1960 ARRL DXCC Rules
I. PURPOSE
This memorandum evaluates whether 5T — Mauritania qualifies as a separate ARRL DXCC Entity under the 1960 ARRL DXCC Rules, in force during Mauritania’s transition from a French-administered territory to a fully sovereign nation.
The evaluation includes:
• Sovereign-state status under Rule 1(a)
• International recognition and UN membership
• Succession from French West African administration
• DXCC treatment of newly independent African states
• Applicability of 1960 deletion/continuity provisions
Mauritania appears on the DXCC List as a sovereign political entity, recognized upon independence in 1960.
II. BACKGROUND
Pre-1960 Status
• Mauritania was part of the French colonial empire beginning in 1904 as a French protectorate, then as a colony within French West Africa (AOF).
• In 1946, it became an Overseas Territory (Territoire d’Outre-Mer) of France.
• It obtained broad internal autonomy in 1958 as part of the French Community.
Independence (1960)
• On 28 November 1960, Mauritania became a fully sovereign independent nation.
• The French Community connection was dissolved.
International Recognition
• Immediately recognized by France and numerous nations.
• Admitted to the United Nations on 27 October 1961 (confirmation of sovereign-state status).
• Recognition by the United States followed promptly.
Geographic Considerations
• A mainland West African state; geography is irrelevant under 1960 DXCC political rules.
• No need to analyze geographic separation criteria.
DXCC Prefix
• ITU allocated 5T to Mauritania after independence.
• Previously used French colonial identifiers before national prefix assignment.
DXCC History
• Recognized by ARRL as a new DXCC Entity in the early 1960s under the political-entity pathway.
III. ANALYSIS UNDER THE 1960 DXCC RULES
DXCC qualification in 1960 occurred via:
1. Political Entities (Rule 1) — Sovereign independent states or distinct non-sovereign administrations
2. Geographic Entities (Rule 2) — Islands meeting separation criteria (not applicable)
Since Mauritania became a sovereign state, it qualifies under Rule 1(a) — UN Member State / Sovereign Nation.
1. POLITICAL ENTITY CRITERIA (1960)
1(a) Sovereign Independent Nation — ✔ PASS
• Mauritania achieved full sovereignty on 28 November 1960.
• No remaining French administrative authority.
1(b) Independent Government — ✔ PASS

– Presidency
– National Assembly
– Judiciary
– Ministries of defense, foreign affairs, interior, finance
• Complete internal and external autonomy.
1(c) International Recognition — ✔ PASS

• UN admission on 27 October 1961, a definitive political-entity indicator.
1(d) Political and Territorial Identity — ✔ PASS
• Territory corresponds to the borders of French Mauritania.
• Defined and internationally recognized.
1(e) DXCC Succession Precedent — ✔ PASS
• French colonial entities converted into sovereign DXCC Entities throughout 1956–1965:
– Sudan (1956)
– Ghana (1957)
– Guinea (1958)
– Senegal/Mali (1960)
– Nigeria (1960)
– Madagascar (1960)
Mauritania fits the identical pattern.
Conclusion:
Mauritania meets all political-entity requirements under the 1960 DXCC Rules.
2. GEOGRAPHIC ENTITY CRITERIA (1960)

• Mauritania is a sovereign mainland nation.
• Political criteria supersede geographical considerations.
3. SPECIAL-AREA CRITERIA (1960)
None apply.

4. 1960 DELETION CRITERIA — NOT TRIGGERED
Deletion under 1960 rules required:
