KH7K — KURE ISLAND
Evaluation Under 1961 ARRL DXCC Rules


I. PURPOSE

This memorandum evaluates whether KH7K — Kure Island qualifies as a separate ARRL DXCC Entity under the 1961 ARRL DXCC Rules, the post-war standard after the 1954, 1958, and 1960 rule clarifications.

Analysis includes:

• Political and administrative status
• Offshore-island geographic separation
• Federal vs. State/territorial governance
• Prefix and operational distinctiveness
• Compliance with all DXCC geographic criteria in effect in 1961
• Final eligibility assessment

Kure Island was listed in the 1961 DXCC List as one of the isolated U.S. Pacific island entities.


II. BACKGROUND
A. Political & Administrative Status (1961)

In 1961:

• Kure Island was not part of the State of Hawaii, despite Hawaii’s 1959 admission to the Union.
• Kure remained a U.S. Federal possession, administered by the U.S. Coast Guard with Interior Department oversight.
• No local civil government existed.
• U.S. Navy/Coast Guard personnel intermittently staffed a LORAN-A station.

Kure's status thus met two key 1961 DXCC criteria:

Not under the same civil administration as Hawaii
Under direct Federal authority as a detached possession

This placed Kure in the same category as:
• KH1 — Baker & Howland
• KH3 — Johnston
• KH4 — Midway
• KH5 — Palmyra & Jarvis

All of these were counted as separate DXCC Entities under the 1961 rules.


B. International Standing

• Solely under U.S. sovereignty.
• No competing claims.
• Not part of the Trust Territory of the Pacific Islands.
• Recognized globally as a remote U.S. island possession separate from Hawaii.


C. Telecommunications & Prefix Identity

• The KH7K prefix represents Kure Island as the northernmost island in the Northwestern Hawaiian chain.
• KH7K is not considered part of the KH6/KH7 Hawaii prefix block used for the State of Hawaii.
• Amateur operations require special authorization distinct from KH6 operations.

This matches 1961 ARRL treatment of remote U.S. island possessions.


D. Geographic Characteristics

• Kure Island lies ~60 miles northwest of Midway, and ~1,400 miles northwest of Honolulu.
• An isolated coral atoll permanently above water.
• No reef, island chain, or geological continuity links Kure to the Hawaiian Islands or any other landmass.
• Surrounded by deep Pacific ocean waters.

Kure is among the most geographically isolated of the U.S. Pacific possessions.


E. DXCC Context (1961)

The 1961 rules recognized DXCC Entities as:

  1. Political Entities
    • Sovereign nations
    • Colonies, territories, or areas under separate administration

  2. Geographic Entities
    • Offshore islands ≥150 miles from the “parent”
    • Federal possessions not incorporated into any state
    • Remote island groups under distinct administration

Under this system, the Northwestern Hawaiian Islands became multiple recognized entities (KH4, KH7K, KH5, KH1, etc.).

Kure fits these precedents exactly.


III. ANALYSIS UNDER THE 1961 DXCC RULES
1. POLITICAL ENTITY CRITERIA — FAIL (EXPECTED)

1(a) Sovereign Nation — ❌ FAIL
• Kure is a U.S. possession, not sovereign.

1(b) Independently Administered Territory — ✔ PASS (qualifies as U.S. possession)
• 1961 rules explicitly counted U.S. possessions not part of any State as separate DXCC Entities.
• Kure is federally administered, not part of Hawaii.

1(c) Local Government — ❌ FAIL
• No civil government existed.

1(d) Diplomatic Recognition — ❌ FAIL
• Not sovereign.

Conclusion:
KH7K does not qualify as a political entity, but does qualify as a “separately administered U.S. possession,” satisfying the administrative portion of the 1961 geographic rules.


2. GEOGRAPHIC ENTITY CRITERIA — PASS (VERY STRONG)

The 1961 rules used the 150-mile offshore-island standard, adopted from the 1954–1958 clarifications.

2(a) Permanently Above Water — ✔ PASS
Kure is a stable atoll.

2(b) ≥150 Miles from Parent Entity — ✔ PASS
• Kure is ~1,400 miles from Oahu, far exceeding the requirement.
• Even relative to Midway (KH4), it is a separate DXCC Entity due to separate jurisdiction.

2(c) Not Geographically Connected — ✔ PASS
• No reef, land, or shelf connection to Hawaii.

2(d) Separate Civil or Federal Administration — ✔ PASS
• Directly administered by the U.S. Federal government, not the State of Hawaii.

2(e) Operational Distinctiveness — ✔ PASS
• Requires separate authorization; uses KH7K prefix.

2(f) DXCC Precedent — ✔ PASS
Matches all other remote U.S. Island Entities recognized in 1961.

Conclusion:
KH7K satisfies every offshore-island rule in effect for 1961.


3. SPECIAL-AREA CRITERIA — NOT APPLICABLE

1961 rules did not yet include modern:
• Continental shelf rules
• Enclave/UN rules
• Antarctic rules

Thus no special-area criteria apply.


4. 1961 ADDITION / DELETION RULES

Addition — PASS
Kure clearly met the 1961 criteria as:
✔ A remote, federally administered island possession
✔ An offshore island >150 miles from its parent
✔ Not part of Hawaii

Deletion — NOT TRIGGERED
• No administrative or sovereignty changes in 1961 alter its status.
• Originally included correctly.


IV. FINAL DETERMINATION
✅ KH7K — KURE ISLAND qualifies as a DXCC Entity under the 1961 ARRL DXCC Rules.

Qualification Basis:
✔ Remote U.S. island possession under Federal administration
✔ Not part of the State of Hawaii
✔ ≥150-mile offshore-island rule satisfied (1,400 miles from Oahu)
✔ Isolated coral atoll with no geographic linkage
✔ Matches all DXCC precedents for U.S. possessions (KH1/KH3/KH4/KH5)

Conclusion:
KH7K is one of the strongest and most unambiguous Geographic DXCC Entities under the 1961 rules.
