(Formerly: République Soudanaise / French Sudan; Mali Federation in early 1960)
Evaluation Under 1960 ARRL DXCC Rules
I. PURPOSE
This memorandum evaluates whether TZ — Mali qualifies as a distinct ARRL DXCC Entity under the 1960 ARRL DXCC Rules, the governing DXCC criteria during the major African wave of independence in 1958–1962.
This analysis examines:

Pre-1960 colonial status within French West Africa (AOF)

Transition from colony → autonomous republic → Mali Federation → independent Mali

II. BACKGROUND
A. Pre-1960 Political Status
Before independence, Mali existed under different administrative identities:

French Sudan, as part of AOF, clearly did not qualify as a DXCC Political Entity.
B. Autonomy in the French Community (1958)
In the dissolution of AOF in 1958:

French Sudan became an autonomous republic within the French Community

Sovereignty and external relations remained French-controlled
Thus, autonomy still did not meet DXCC sovereignty criteria.
C. Mali Federation and Independence (1960)
A unique situation occurred for this territory in 1959–1960:
1. Mali Federation (1959–1960)
French Sudan and Senegal merged to form the Fédération du Mali:

Proclaimed autonomous in 1959

Gained full independence from France on 20 June 1960
2. Dissolution of the Federation (20 August 1960)
Senegal seceded from the federation, becoming its own state (6W—Senegal).
French Sudan, now alone, adopted the name:

Maintained full control over internal and external affairs

Claimed continuity from the federation’s sovereign status
Thus, the sovereign territory now known as Mali existed as a fully independent state from 20 June 1960, continuing uninterrupted after 20 August 1960.
D. International Recognition (1960)
Mali’s new government received:

Diplomatic recognition from France and global powers

Admission to the United Nations (1960)

Recognition by other African states

No territorial disputes preventing DXCC recognition
Thus Mali meets the 1960 DXCC requirement for internationally recognized sovereignty.
E. Telecommunications & Prefix Identity
After independence:

Mali established a national telecommunications authority

ITU assigned the TZ prefix block

Amateur licensing authority fully controlled by the sovereign government
Independent prefix administration is a decisive DXCC Political Entity criterion in 1960.
III. ANALYSIS UNDER 1960 DXCC RULES
Per the 1960 ARRL DXCC Rules, DXCC qualification follows two primary paths:

Political Entities — sovereign states, colonies, mandated territories, trust territories

Geographic Entities — detached territories of sovereign states
Mali qualifies solely through Political Entity criteria.

✔ PASS — National telecom authority; TZ prefix assigned.
Conclusion:
Mali satisfies all Political Entity criteria under the 1960 DXCC Rules.
2. GEOGRAPHIC ENTITY CRITERIA — NOT REQUIRED
Since Mali qualifies as a sovereign state:

Mali is a contiguous continental nation with no detached territories requiring geographic review
3. SPECIAL-AREA CRITERIA — NOT APPLICABLE
Mali was:

Thus no special-area provisions apply.
4. 1960 ADDITION / DELETION RULES
Under 1960 DXCC guidelines:

French West Africa (AOF) entities were deleted as colonial DXCC units

Newly independent nations were added as sovereign Political Entities
Thus:

20 June 1960: Mali Federation appears as a sovereign state
-
20 August 1960: Republic of Mali continues, following Senegal’s withdrawal

TZ — Mali added as a DXCC Political Entity following the Federation’s collapse
This is consistent with ARRL’s approach to the breakup of other AOF and AEF territories.
No deletion criteria apply afterward.
IV. FINAL DETERMINATION
✅ TZ — MALI fully qualifies as an ARRL DXCC Entity under the 1960 Rules.
