ZP — PARAGUAY
Evaluation Under 1947 ARRL DXCC Rules


I. PURPOSE

This memorandum evaluates whether ZP — Paraguay qualifies as a distinct ARRL DXCC Entity under the 1947 ARRL DXCC Rules, the criteria used by the ARRL when reestablishing the DXCC List following World War II.

The analysis covers:

II. BACKGROUND
A. Political & Administrative Status (1947)

In 1947, Paraguay was:

  • A fully sovereign, independent republic,

  • Self-governing since the 19th century (independence declared 1811; internationally recognized thereafter),

  • Not a colony, mandate, trust territory, or dependency of any other state,

  • Administered by its own constitution, president, congress, judiciary, and national ministries.

This places Paraguay squarely in the same DXCC category as other sovereign Latin American states recognized in 1947, such as:

  • LU — Argentina

  • PY — Brazil

  • CX — Uruguay

  • CP — Bolivia

  • TG — Guatemala

  • YS — El Salvador

  • YV — Venezuela

Therefore Paraguay meets the core criterion for DXCC political status:

✔ A sovereign, self-governing nation-state.

B. International Recognition (1947)

By 1947, Paraguay:

  • Maintained full formal diplomatic relations with the United States, European nations, and Latin American states,

  • Was recognized as a legitimate sovereign republic by all major powers,

  • Was a member of key regional and international bodies,

  • Exercised independent foreign policy and treaty-making authority.

This satisfies the 1947 DXCC requirement that a Political Entity be:

“A nation or territorial unit recognized internationally as possessing independent governance and territorial integrity.”

C. Telecommunications & Prefix Identity

In 1947:

  • Paraguay administered its own telecommunications and radio regulations through national ministries,

  • Held the amateur radio prefix block ZP, which was unique and not shared with any other country,

  • Issued amateur licenses internally and independently of foreign administration.

Thus:

✔ Paraguay possessed its own internationally recognized call-sign and telecommunications identity, supporting DXCC distinction.

D. Geographic Characteristics

Geographically:

  • Paraguay is a landlocked country in central South America,

  • Bordered by Brazil, Argentina, and Bolivia,

  • Not geographically part of any neighboring country’s territory,

  • Possessing clearly established and internationally recognized boundaries.

Geography does not affect qualification because political sovereignty alone suffices under 1947 rules, but Paraguay also meets geographic distinctiveness criteria.


E. DXCC Context (1947 Rules)

The 1947 DXCC List recognized two major classes of entities:

  1. Political Entities

    • Sovereign states

    • Colonies

    • Protectorates

    • Mandates

    • Trust territories

    • Distinct overseas dependencies

  2. Geographic Entities

    • Remote or non-contiguous islands

    • Separated territories

Paraguay clearly falls under Category 1 — Political Entities, just like every other independent South American and Caribbean sovereign state included on the 1947 DXCC List.

4. 1947 ADDITION / DELETION RULES
  • Paraguay had long been listed as a sovereign state before WWII

  • Its sovereignty and territorial identity were unchanged in 1947

  • No colonial transition or boundary alteration occurred that would trigger deletion

  • ARRL maintained its prewar recognition of Paraguay

Thus:

✔ ZP — Paraguay remains fully valid under 1947 rules.

ZP — PARAGUAY fully qualifies as an ARRL DXCC Entity under the 1947 Rules.
