PJ7 — SINT MAARTEN
Evaluation Under 2010 ARRL DXCC Rules


I. PURPOSE

This memorandum evaluates whether PJ7 — Sint Maarten qualifies as a separate ARRL DXCC Entity under the 2010 ARRL DXCC Rules, the authoritative ruleset in effect on 10 October 2010, the date the Netherlands Antilles ceased to exist.

The evaluation includes:

• Sint Maarten’s new constitutional status
• Administrative and political independence from Curaçao and the BES islands
• Prefix and licensing autonomy
• Detailed application of the 2010 Political Entity criteria
• Inapplicability of geographic separation rules
• Final DXCC determination

Sint Maarten was recognized as a new DXCC Entity effective 10 October 2010.


II. BACKGROUND
A. Pre-2010 Status: Part of the Netherlands Antilles

Before 10 October 2010:

• Sint Maarten was part of the autonomous country Netherlands Antilles (PJ)
• Its callsign region (PJ7) was not a DXCC Entity
• The five islands shared a single territorial government
• DXCC recognized the Netherlands Antilles as one entity

Thus:

❌ Sint Maarten did not qualify as its own DXCC Entity prior to 2010.


B. Dissolution of the Netherlands Antilles (10 October 2010)

On 10 October 2010, the Netherlands Antilles was constitutionally dissolved.

Each island assumed a different political status:

Sint Maarten became a self-governing constituent country within the Kingdom of the Netherlands, equivalent in status to Aruba (1986) and Curaçao (2010).

This constitutional event precisely matches the DXCC Political Entity criteria.


C. International & Constitutional Recognition

After 10-10-2010, Sint Maarten:

• Is not a sovereign state
• Possesses full internal autonomy, with its own:
– Parliament
– Prime minister
– Council of Ministers
• Relies on the Kingdom only for:
– Defense
– Foreign affairs
– Nationality
• Is formally declared a “country within the Kingdom” under the Charter for the Kingdom of the Netherlands

ARRL has long classified such distinct constitutional territories as separate Political Entities, following precedents:

• P4 — Aruba
• PJ2 — Curaçao
• OX — Greenland
• OY — Faroe Islands
• FO — French overseas collectivities
• G/GM/GI/GJ/GU/GW — UK Home Nations & Crown Dependencies

Sint Maarten fits squarely within this policy tradition.


D. Telecommunications & Prefix Administration

With dissolution:

• Sint Maarten retained the PJ7 prefix as its exclusive identifier
• Amateur licensing is administered through the Sint Maarten government, with delegation via the Kingdom
• PJ7 is not shared with any other island
– PJ2 = Curaçao
– PJ4 = Bonaire
– PJ5 = St. Eustatius
– PJ6 = Saba

Under 2010 DXCC rules, a Political Entity must have:

✔ A unique prefix
✔ Independent or separately delegated licensing authority

Sint Maarten satisfies both conditions.


E. Geographic Characteristics

Geography is not the basis for Sint Maarten’s qualification, but for completeness:

• Sint Maarten forms the southern half of the island of Saint Martin
• The northern half (French side) is FS — Saint Martin, a separate DXCC Entity
• Political division between France and the Netherlands is longstanding

DXCC qualification is political, not geographic.


III. ANALYSIS UNDER THE 2010 DXCC RULES
1. POLITICAL ENTITY CRITERIA — PASS (FULL)

Under the 2010 DXCC Rules, an entity may qualify as a Political Entity if:

  1. It is a sovereign state (UN Member),
    OR

  2. It is a constitutionally distinct political unit within a sovereign state, having:
    • A defined administrative structure
    • Local self-government
    • A unique ITU prefix
    • Administrative separation from all other territories

Sint Maarten meets all elements of category (2).

1(a) Sovereign State
❌ FAIL — Not sovereign
(Not required for non-sovereign political entities.)

1(b) Distinct Constitutional Status
✔ PASS — Constituent country within the Kingdom.

1(c) Self-Government
✔ PASS — Full internal autonomy.

1(d) Unique ITU Prefix Allocation
✔ PASS — PJ7 exclusively identifies Sint Maarten.

1(e) Political Separation from Former Entity
✔ PASS — Triggered by dissolution of the Netherlands Antilles.

Conclusion:
Sint Maarten unequivocally qualifies as a Political DXCC Entity under the 2010 rules.


2. GEOGRAPHIC ENTITY CRITERIA — NOT APPLICABLE

Political qualification is fully sufficient.

3. SPECIAL ENTITY CRITERIA — NOT APPLICABLE

Not a UN zone, Antarctic territory, or treaty entity.


4. ADDITION / DELETION RULES (Effective 10 October 2010)

Under the 2010 rules:

• The Netherlands Antilles was deleted from the DXCC List
• Each island was evaluated individually
• Islands not joining any existing DXCC Entity became new DXCC Entities

Thus:

✔ PJ7 — Sint Maarten was added as a new entity
✔ Effective date: 10 October 2010

This matches ARRL’s official 2010 DXCC Bulletin.


IV. FINAL DETERMINATION
✅ PJ7 — SINT MAARTEN fully qualifies as a DXCC Entity under the 2010 ARRL DXCC Rules.

Qualification Basis:

✔ Constituent country with full internal autonomy
✔ Politically distinct from Curaçao and the BES islands
✔ Unique prefix (PJ7)
✔ Separate licensing and regulatory administration
✔ Exact alignment with established DXCC political precedents
✔ Created as a direct consequence of the dissolution of the Netherlands Antilles

Conclusion:
Sint Maarten’s DXCC qualification is completely valid, unambiguous, and fully compliant with the 2010 DXCC Rules.
