F — FRANCE
Evaluation Under 1947 ARRL DXCC Rules


I. PURPOSE

This memorandum evaluates whether F — France qualifies as a distinct ARRL DXCC Entity under the 1947 ARRL DXCC Rules, which formed the basis of DXCC recognition immediately following World War II.

The analysis covers:

• France’s sovereign political status in 1947
• International recognition and UN membership
• Independent governmental and administrative authority
• Telecommunication licensing and ITU prefix assignment
• Applicability of Political vs. Geographic DXCC criteria
• Whether France fully satisfied every rule required for DXCC Entity classification in 1947


II. BACKGROUND
A. Political & Administrative Status (1947)

In 1947, France was:

• A fully sovereign and independent nation-state
• Organized as the French Fourth Republic (established 1946)
• In complete control of:
– Territorial administration
– Foreign policy
– Civil and military authority
– Telecommunication regulation
• Recognized globally as a major power following World War II

France was not part of any other political unit and did not share sovereignty with any foreign power.

B. International Standing (1947)

France was:

• A founding member of the United Nations (1945)
• A permanent member of the UN Security Council
• In full diplomatic relations with most countries worldwide
• A leading participant in postwar reconstruction (UN, OEEC, NATO formulation phase)

This satisfies the DXCC requirement for separate internationally recognized administration at the highest possible level.

C. Telecommunication & Amateur Licensing Authority

In 1947:

• France independently regulated radio and telecommunication operations
• ITU formally assigned the prefix block:
F, F0-F9 (continental France)
• France issued amateur radio licenses directly, entirely independent of any colonial or foreign authority
• All ARRL DXCC recognition standards for prefix autonomy were fully met

D. Geographic Considerations

• France is a contiguous mainland European state
• Geographic DXCC rules are irrelevant because political sovereignty alone determines Entity status
• Overseas possessions (e.g., FJ, FG, FY, FR, FT, TK, etc.) were handled separately by ARRL but do not affect France’s own qualification

E. DXCC Context (1947)

In 1947, DXCC recognized:

1. Political Entities
• Sovereign independent states
• Colonies, protectorates, mandates
• UN trust territories
• Territories under distinct administration

2. Geographic Entities
Limited to special offshore cases; not applicable to sovereign states.

France clearly belongs to category 1.

Thus §III rules do not apply.


4. 1947 DELETION CRITERIA — NOT TRIGGERED

France’s position as a sovereign state remained stable and internationally affirmed.


V. FINAL DETERMINATION
